Citygate performed an animal services Joint Powers Authority feasibility analysis for the City of Pasadena, California, and 11 potential additional partner cities, with the goal of exploring options for providing a quality animal services program that will manage costs for their respective cities. This analysis looked at the projected costs involved in formation of two models for the JPA: (1) a full-service JPA providing all animal services functions, and (2) a JPA providing only field services.

Citygate updated the Standards of Coverage planning analysis (fire crew deployment study) for the City of Pasadena’s Fire Department. The original study was completed in February 2014. This update reviewed the adequacy of the existing deployment system from the current fire station locations and included updated statistics, supplemental geographic maps, and revised deployment recommendations.

After Citygate’s successful Standards of Coverage study in Pasadena, the City asked Citygate to conduct a study to update the City’s deployment plan. In addition, an expansion of the City’s risk assessment was conducted to assist the Fire Department’s first submittal for Accreditation.

Citygate conducted a Standards of Coverage study, including nationally recognized response performance goals from which the City could adjust, if needed, the quantity, staffing, and locations of fire stations. This included consideration of existing or potential automatic and mutual aid agreements.

Citygate conducted a performance audit of the City of Pasadena’s Housing Department. The scope of the study included all major program areas of the Housing Department: Housing Production, Rental Assistance, Supportive Housing, and Community Development. Citygate first analyzed the mission of the Department and its overall philosophy and assessed the congruence of these critical guidelines with the orientation of the City Council, as well as the needs of the community. The next step was evaluating the organizational structure and management systems, organizational relationships, allocation of employees and other resources, data management, personnel management and training, records management, communications, information systems, facilities and equipment, fiscal management, relationships with citizens, employee morale, and related aspects to determine if these are in alignment with the Housing Department’s mission and policies.
