Citygate assisted the City of Surprise by developing a comprehensive Public Safety Master Plan that will enable the Police and Fire-Medical Departments to complete their organizational and programmatic goals while falling in line with the City of Surprise General Plan 2035 and City Council Strategic Plan. We developed an organizational strategy that serves as a blueprint for 15-year goals for public safety, but also details specific three-year implementation steps. To accomplish these objectives, Citygate comprehensively assessed all facets of the public safety operations, including mission, goals, policies, practices, deployment, facilities, equipment, programming, organizational structure, and staffing levels.

The City of Surprise retained Citygate to conduct a Master Planning project along with a Standards of Coverage planning analysis for the Fire Department. The planning effort needed to have a long-term strategic focus while designing short- and mid-term strategies to phase services as economic growth occurred. Citygate’s recommendations followed best practices, with solutions designed to enhance the Fire Department’s capabilities in the near term of one to three years while building a firm foundation upon which the Department can grow over the longer term.

Citygate conducted an operational review of the Finance Department for the City of Surprise, Arizona to evaluate the capacity of the Department to provide the financial management services necessary to meet the needs of the rapidly growing City. In conducting the operational review, Citygate analyzed the organizational structure, utilization of resources, processes, and customer service. The analysis of these elements included an assessment of the adequacy of reports and software, policies and procedures, the use of staff, expenditure and revenue recording and management, communications with other departments, how well finance system users were served, and how well the Department forecasts and proactively seeks solutions to problems.
