Project:
Scope of work: Interim Planning and Building Director services to the City of Calistoga. Citygate oversaw the performance of all relates duties in the absence of the City’s permanent staff member.

Project:
Citygate assisted Salt Lake City in evaluating the implementation of the building service process review completed by Citygate. This also entailed an analysis of the Building Services Division’s performance measurement and management system. Citygate provided “on-call” auditing services for the City to assess performance, identify opportunities for improvement, and develop specific recommendations for action in the programs or functions selected by the City.

Citygate conducted a review of Salt Lake City’s building services process as part of an effort to support economic development. Citygate identified ways to streamline the permitting and approval process; determined the appropriate timeline for permitting and approval of common project types; documented the permitting processes that occur in the City departments beyond Community and Neighborhoods; developed a process to achieve predictability with the private sector by improving consistency in staff responses to inquiries across multiple departments and divisions; and identified structural, technological, and ordinance barriers that create obstacles to a more streamlined, predictable, and transparent process.

Project:
Citygate identified all real property owned by the City of Tracy and prepared a Real Property List, which included the parcel number, location, size, current use, ownership, and other noteworthy comments related to the property and corresponding maps.

Trinity County, CA
Project:
Citygate assisted the Trinity County Assessor’s Office with assistance in preparing its secured and unsecured rolls for the 2015/16 Fiscal Year.

Project:
Citygate performed an executive search service for the recruitment for a Human Resources Director and a Facilities Services and Capital Projects Director. These searches were performed simultaneously.

City of Corona, CA
Project:
Citygate Associates conducted rotating departmental management and staffing studies for the City of Corona, including the Public Works Department, the Utility Services Department, the Public Library, the Housing and Development Department, the Police Department, the Building and Planning Departments, the Fire Department, the Department of Management Services, Parks, and a Citywide Overview of Implementation Status. Each study evaluated management, staffing, organization structure, resource deployment, maintenance service levels, operations, equipment, technology, human resource management, training, management information systems, performance measurement, and policies and procedures. We recommended specific performance measures for use in several departments. As a part of each management audit, we surveyed a number of comparable cities to develop comparative data and to identify best practices. In a follow-up analysis, Citygate found that over 95 percent of our approximately 250 recommendations had been implemented.

Project:
Citygate completed eight rotating general management and operations studies for the City of Ogden’s Community Development, Public Works, Code Enforcement, Community Services, Redevelopment Agency, Police Department, Animal Services, and Fire Department. Each study analyzed the performance measurement, policies, procedures, management, and operations of the Department. Citygate examined issues related to the philosophy and mission; organizational structure and management systems; organizational relationships; relationships with citizens; allocation of employees and other resources; personnel management and training; data management; records management, communications, and information systems; facilities and equipment; management methodologies; maintenance functions; and fiscal management of each Department.

Project:
Citygate was asked to conduct a performance audit of the City of Vista’s development review process. The scope of the study included the program areas of building, planning, engineering, inspection services, and other municipal functions that relate to the development review process. As part of Citygate’s review, a customer survey was conducted, as well as an employee survey.

Citygate conducted a management audit of the Salt Lake City Engineering Division. The principal purpose of the review was to assess the Division’s organization structure, staffing levels, workload, project scheduling, workload prioritization, project management, outsourcing / contracting services, cost-allocation formulas, cost-allocation methodology, record keeping, customer service/relations, and the internal and external coordination of work.
