Project:
A collaboration with Stantec to develop a Parks, Recreation and Open Space Master Plan for the City of Reno. The Master Plan will serve to forecast responsible expansion of the existing parks and open space network to accommodate growth, enhance pedestrian and bicycle connectivity within the City and to open space and public lands, ensure parks, recreational facilities, trails, and open spaces are well maintained and accessible, and conserve and protect Reno’s natural resources. Citygate’s scope of work for this engagement includes review and analysis of the City’s existing draft Master Plan document and relevant regional plans, Level of Service alternatives, financing alternatives (capital and operating), urban forestry initiatives, and recreation services for the City.

City of West Hollywood, CA
Project:
Citygate developed a staffing and operations plan for the City of West Hollywood’s Aquatic and Recreation Center (ARC). This project was divided into two phases. Phase 1 focused on the Center’s staffing and human resources needs and any other proposed contracts predicted to be required for operation. Phase 2 added the related and complementary components to support the overall administration of the ARC facility, including review, assessment, and evaluation of the City-generated key facility operational policies and procedures and support of the City’s effort to secure a qualified firm to prepare an Emergency Operations and Procedures Plan for the ARC facility.

Project:
Citygate completed an operations plan for Community Development Programs for the City of Grants Pass, Oregon. The study focused on the operations of the Grants Pass Community Development functions (Planning Services, Building Services, and Parks and Community Development management divisions), an organizational structure review of the Public Works Department, and customer feedback, culminating in an Operations Plan for Community Development functions.

Project:
Citygate Associates conducted rotating departmental management and staffing studies for the City of Corona, including the Public Works Department, the Utility Services Department, the Public Library, the Housing and Development Department, the Police Department, the Building and Planning Departments, the Fire Department, the Department of Management Services, Parks, and a Citywide Overview of Implementation Status. Each study evaluated management, staffing, organization structure, resource deployment, maintenance service levels, operations, equipment, technology, human resource management, training, management information systems, performance measurement, and policies and procedures. We recommended specific performance measures for use in several departments. As a part of each management audit, we surveyed a number of comparable cities to develop comparative data and to identify best practices. In a follow-up analysis, Citygate found that over 95 percent of our approximately 250 recommendations had been implemented.

Project:
Citygate completed an engagement for Madera County that described services and their associated costs for the Sheriff, Fire, Parks and Recreation, and Library services; described an improved level of services and their associated costs for the Sheriff, Fire, Parks and Recreation, and Library services and any new facilities and major equipment; provided a recommendation on the methodologies for allocating costs; and included a recommended fee and/or tax schedule that will recover the fair share of service, facility, and major equipment costs from new development and recovers the cost of an improved level of service from existing development.

Project:
Citygate Associates conducted a Citywide organizational review for the City of Albany, California. The study provided a third-party review of the City’s organizational structure to identify potential cost savings, service improvements, and other efficiencies to improve the effectiveness of the City organization. In addition, the study provided strategies and options for providing services in a tighter fiscal environment over the long term. The following departments were included in the study: Fire Department, City Administrator’s Office, City Clerk’s Office, Finance and Administrative Services Department, Community Development Department, and Recreation and Community Services Department.

Citygate completed eight rotating general management and operations studies for the City of Ogden’s Community Development, Public Works, Code Enforcement, Community Services, Redevelopment Agency, Police Department, Animal Services, and Fire Department. Each study analyzed the performance measurement, policies, procedures, management, and operations of the Department. Citygate examined issues related to the philosophy and mission; organizational structure and management systems; organizational relationships; relationships with citizens; allocation of employees and other resources; personnel management and training; data management; records management, communications, and information systems; facilities and equipment; management methodologies; maintenance functions; and fiscal management of each Department.

Citygate assessed and recommended parks and recreation facilities for planned new developments within the County.

City of Glendora, CA
Project:
Citygate conducted a Citywide management audit for the City of Glendora, California, including the Police Department. The study culminated with recommended ways in which the City organizational structure can better serve the community and be more user friendly. The study further determined the extent to which the members of the City employee structure take advantage of appropriate training, equipment, and technology and whether there might be more efficient implementation of technological advances. The study also recommended cost savings and restructuring to permit funding of capital requirements. The following Departments were also included in the study: Community Services, Public Works, Administration, City Clerk, Finance, Planning, and the Public Library.
