Project:
Scope of work: A Standards of Coverage Assessment / Fire Services Master Plan for the Los Osos Community Services District. The study evaluates staffing and deployment, with recommendations for appropriate current and future firefighting and emergency medical service resources consistent with state and national best practices and generally conforming with the recommendations of the Center for Public Safety Excellence. In delivering a report that will help create a template for future decision making, Citygate’s study examines the effectiveness of inter-jurisdictional response to evaluate the benefits of the emergency services provided by the District and its partners.

South Metro Fire Department (St. Paul), MN
Project:
Scope of work: A standards of coverage study and organizational review for the cities of West St. Paul and South St. Paul South Metro Fire Department. Citygate will conduct a thorough review and analysis of services, staffing, apparatus, and facility options for the Department. Citygate's work includes, as requested, a comprehensive Standards of Coverage document analyzing resource deployment to determine whether the Department is properly deployed to meet its community’s risks and expectations; and a comprehensive review of organizational hierarchy, distribution of workload, and management practices weighed against contemporary organizational principles and business processes. A review of fire station locations and relevant recommendations will also be included, in which Citygate will analyze the Department’s current two-station response model to determine its effectiveness in providing present and future services, with comparative response model options analyzed in parallel. In delivering a report that will help create a template for future analysis, Citygate’s study will examine the effectiveness of inter-jurisdictional response to evaluate the benefits of the emergency services provided by the Department and its partners.

Project:
Scope of work: In partnership with Griffin Structures, Citygate will conduct a summary-level gap analysis of the City’s public safety programs and compare them with the likely impacts of growth. This review will be based on current California and federal standards and other best practice publications. Citygate will examine existing agency caseloads and will prepare executive summary-level reports for the Fire and Police Departments.

Scope of work: A comprehensive analysis of staffing and resources for the La Mesa Police Department. In obtaining a better understanding of the staffing needs of the Department, Citygate will assist the Department in maintaining a safe community and providing a high level of customer service to its citizens. Citygate will conduct data-driven field services deployment assessments, incorporating relevant, measurable Department and City data while providing additional insight that the City can utilize to guide future growth and development, operating and capital budgets, and other financial and operating commitments. Citygate’s comprehensive work will ensure efficient and effective staffing structure and resource utilization, providing the foundation for future Department planning relative to the provision of public safety infrastructure and services.

Scope of work: in partnership with Michael Baker International (MBI), Citygate delivered a report and companion technical exhibits identifying the key elements of the requested review regarding the potential impacts of the proposed traffic control options on fire and EMS response times associated with Valley Center Road Corridor Concept Plan (CCP) options. Research work included: review of the impacts of roundabouts on both emergency response times and disaster evacuation routes; review of the 2022 Draft Corridor Concept Plan Report prepared by Michael Baker International (MBI); comparison of the use of intersection controls on emergency response times and disaster evacuation routes, including traffic signals and roundabouts; comparison of historical fire unit travel time records to CCP design traffic control models; and review of published practices regarding roundabouts and emergency responses.

Scope of work: An Organizational Workload Study to assess the organizational structure, resource allocation, and geographical patrol boundaries of the Berkeley Police Department and determine whether they are adequate to provide the highest level of service within the City. The study will leverage a community survey administered by Citygate, explore the efficiency of the Mobile Crisis Team as a means of operational efficiency, and will offer robust consideration of the Department’s role and deployment related to Homeless Services. Citygate’s report will include future projections and goals regarding staffing, geographical boundaries, and a comprehensive, data-driven analysis of workload. Citygate will consider how the City’s growth in population and development will impact future services, with recommendations that will empower the City to improve and enhance the overall safety, security, and satisfaction of City residents.

Scope of work: A study of Paramedic Ambulance Services throughout the Unified Service Area of San Diego County, CA. This study includes review of the organization’s existing and historical financial and business operations; comparing financial, business operations, revenue sources, service costs and deliverables to other similar organizations in other regions/areas; providing multi-year projections; and showing areas of efficiencies, deficiencies, and models for improvement with detailed methods for implementation.

Project:
Scope of work: A service delivery and staffing study for Portland Fire and Rescue in the City of Portland, Oregon. Using the Standards of Coverage process, Citygate described the community served and the services provided; reviewed community outcome expectations and performance goals; conducted an analysis of community risks; and evaluated the current deployment, including fire station quantity and location, the quantity and types of apparatus, staffing levels, specialized capabilities, and first-due and ERF performance. Additionally, this study included an assessment of the needs of underrepresented and vulnerable populations and the capacity of headquarters programs to support field deployment.

Scope of work: A comprehensive Staffing Assessment and Organizational Analysis of the San Mateo Police Department. This engagement will serve to both analyze current capabilities and project future needs for the Department, with actionable recommendations and strategies provided for implementation over the next 10 years based on growth and development in the City. In forecasting the appropriate measures to sustain adequate staffing levels, Citygate’s assessment will classify both immediate needs and future milestones, identifying priorities, costs associated with implementation, potential alternatives, and the consequences of inaction.

Project:
Scope of work: Assist the City of Shafter with the addition of a new fire station. This assistance will facilitate and inform communications between the City of Shafter and Kern County as strategic location and cost-sharing options are explored.
