Project:
Citygate is currently performing an organizational review and analysis of Monterey County’s current homeless programs, funding, and coordination services. For this review, Citygate will identify, evaluate, and recommend funding sources and budget structure for the Homeless Services function; identify and recommend organizational best practices, including comparisons with like cities and counties; evaluate and recommend best practices for collaboration and coordination with various County departments, the Continuum of Care, local cities, school districts, businesses, and homeless service providers; and evaluate and recommend formal and informal organizational alignment, structure, and staffing for the Homeless Services function.

Project:
Citygate is currently conducting the first-ever independent Standards of Coverage evaluation of the Los Angeles Fire Department’s fire and emergency medical services deployment system, including the current system’s capacity to evolve over time as a very diverse metropolitan area. This analysis will determine if the current fire station locations and crew/apparatus staffing are sufficient to meet the unique needs of the Department’s service area. A comprehensive community risk assessment will also be included as part of the overall analysis.

Citygate is currently performing a peer review of the emergency ground ambulance and interfacility transport services procurement documents and process for San Bernardino County, California. The study will include peer review of specific deliverables associated with procurement of emergency ground ambulance and interfacility transport services, review of the Request for Proposals document and the provision of feedback prior to release of the procurement, and the technical review and evaluation of proposer documents and contract.

Citygate is currently performing a fire department services evaluation for the City of Hastings, Minnesota, Fire Department. This assessment will establish recommended minimum requirements relative to the organization and deployment of fire suppression operations, emergency medical operations, and special operations for the Department to consider and will create a template for future analysis and long-term financial planning.

City of Fort Worth, TX
Project:
Citygate is currently conducting a fire and EMS staffing and operations study of the fire department for the City of Fort Worth, Texas. This comprehensive operational assessment will include a comprehensive review of all services provided, including a comprehensive risk assessment, a staffing and scheduling assessment, and station location and improved service delivery assessment, and an analysis of the current EMS delivery model and assessment of options to improve service delivery based on current/future service demands. In addition, Citygate will solicit input from a variety of Departmental, City Hall, and community stakeholders.

Project:
Citygate is currently conducting a Standards of Coverage study and developing a Strategic Plan for East Jefferson Fire-Rescue in East Jefferson, Washington. The goals of this study comprise of an evaluation of the District’s current deployment model, including service demand and response performance; the identification of opportunities for improvement in delivery of fire, emergency medical, and other technical emergency services to best serve the evolving demographics and service demand needs within the District’s service area; and an evaluation of additional or alternate fire station locations for impacts on first-due and Effective Response Force travel times.

Project:
Citygate is currently conducting a comprehensive operations assessment of the City of Valdez, Alaska, Fire/EMS Department to assist the City and Department in identifying opportunities to improve the delivery of fire, emergency medical, and other technical emergency services. This assessment will include an analysis of deployment, including a community risk assessment and distribution, concentration, and historical reliability and effectiveness analyses, and a review and evaluation of the Fire/EMS Department, including the Department’s organizational structure, the Department’s capital assets and the City’s Capital Improvement Program, the Department’s training and fire prevention programs, the City support services the Department relies upon, and the level of community involvement.

Project:
Citygate completed a fire department services evaluation for the City of Lakeville, Minnesota. This evaluation took place across two phases. The first phase utilized the Standards of Coverage assessment process to establish recommended minimum requirements relative to the organization and deployment of fire suppression operations, emergency medical operations, and special operations for consideration by the Department, as well as created a template for future analysis. The second phase included a comprehensive performance analysis with the identification of capacity levels and constraints of Department staffing services based on the data analysis resulting from the first phase.

Citygate is currently providing specialty assistance to San Bernardino County in exploring various options for the development of a joint venture partnership agreement between area fire agencies, the contract ambulance provider, and the County. The emergency medical services (EMS) system stakeholders – the County, the Chino Valley Fire District, Colton Fire, Ontario Fire, Rancho Cucamonga Fire, San Bernardino County Fire, and American Medical Response – have indicated a desire to form a transport systems partnership within the ambulance service exclusive operating areas (EOAs) to more fully manage ambulance transport and resultant service revenues generated in the EOAs. Citygate will explore various options for the stakeholders to participate in a multiple-party agreement for emergency medical ambulance transportation between the County, fire agencies, and AMR. In concert with all the agencies within the eight EOAs, Citygate will explore the governmental regulations, revenue methods, and organizational structures that could create a partnership that meets the needs of the agencies and is acceptable to the County’s regulatory and business needs.

Project:
Citygate conducted a Fire Department Standards of Coverage assessment for the City of Fremont, California. This assessment included an analysis of service delivery expectations, including labor, management, elected officials’, and community expectations for delivery of fire service, EMS, and special hazard service; an analysis of the values to be protected in the Department, along with identification and evaluation of potential hazards and overall risk; an analysis of the efficiency of the deployment scheme of firefighting resources within the Department’s fire stations; and an analysis of the Department’s ability to meet its fire and EMS first responder deployment needs and expectations.
