Project:
Citygate is currently performing an organizational review and analysis of Monterey County’s current homeless programs, funding, and coordination services. For this review, Citygate will identify, evaluate, and recommend funding sources and budget structure for the Homeless Services function; identify and recommend organizational best practices, including comparisons with like cities and counties; evaluate and recommend best practices for collaboration and coordination with various County departments, the Continuum of Care, local cities, school districts, businesses, and homeless service providers; and evaluate and recommend formal and informal organizational alignment, structure, and staffing for the Homeless Services function.

City of Turlock, CA
Project:
Citygate is currently performing a fire services Master Plan assessment for the City of Turlock, California. As part of the Master Plan, this assessment will include a Community Risk Assessment, Standards of Coverage study, and headquarters programs adequacy and facility and fleet assessment. The Master Plan will organize all of these pieces into an organized whole from which immediate and longer-term fire service programs can be managed. The facility assessment will also identify modifications and the possibility of long-term continued use.

Project:
Citygate is currently conducting a fire services Master Plan for the City of Taylor, Texas. This Master Plan will help the City provide a safe, effective, and appropriately sized response force for fires, medical emergencies, and other events requiring a specialized emergency fire response as the City grows within the existing corporate limits, including a Samsung facility annexation. This Master Plan will entail a Standards of Coverage / Community Risk Assessment, as well as a headquarters staffing review and a review of the operational and fire prevention impacts generated by the Samsung facility.

Project:
Citygate is currently conducting a Standards of Coverage analysis and community risk assessment for the Fire Department in the City of Tacoma, Washington. This analysis will inform key administrative decisions regarding the current and future deployment of emergency response resources to mitigate emergencies, the efficiency of the current fire station locations and the potential addition of future fire stations based on call volume trends, and updating the hazard risk profile for the community to reflect emerging threats and the impacts of population growth.

City of Riverside, CA
Project:
Citygate completed a Police Department facilities review and headquarters/facilities siting study for the City of Riverside, California, with the goal of developing a new police headquarters facility within the City that optimizes operational services to the community. Citygate provided an evaluation of the three existing policing facilities’ functions, operations, and physical locations, related to the community they serve. Based on the evaluation of the facilities, Citygate determined what, if any, adjustments to policing operations are recommended to meet both current and projected future needs of the City. We also prepared an analysis of what policing functions the proposed new police headquarters, and potential sub-station(s), should provide and the approximate size of both sworn and professional workforce needed within the proposed police facilities. To determine this, Citygate evaluated the adequacy of staffing levels for current workload and meeting Department command staff’s goals and objectives related to staffing and community service level expectations.

Citygate is currently conducting a service delivery and staffing study for the City of Portland Fire and Rescue in the City of Portland, Oregon. Using the Standards of Coverage process, Citygate will describe the community served and the services provided, review community outcome expectations and performance goals, conduct an analysis of community risks, and evaluate the current deployment, including fire station quantity and location, the quantity and types of apparatus, staffing levels, specialized capabilities, and first-due and ERF performance. Additionally, this study will include an assessment of underrepresented and vulnerable population needs and headquarters programs capacity to support field deployment.

Project:
As part of a Master Services Agreement with the Orange County Fire Authority (OCFA), wherein Citygate was recently retained to provide seven as-needed organizational service level assessments of operations for OCFA’s major cost centers, Citygate performed a service level assessment of the OCFA Executive Leadership Team and Human Resources functions. This assessment ascertained the efficiency and effectiveness of leadership and personnel operations and ensured compliance with policies/procedures, best practices, and regulatory agency requirements. It also provided service level assessment coordination and strategic advice to the Executive Leadership Team as all the service level assessments were being conducted, and it provided continuity of effort into the final step of strategic planning. The other six assessments part of the Master Services Agreement were for the Emergency Command Center, the Emergency Medical Services Department, Field Deployment services, the Fleet Services Division, Business Services functions, and the Community Risk Reduction Department.

Citygate conducted a public safety staffing study for the City of Woodbury, Minnesota, including a fire services Standards of Coverage and headquarters assessment and a police, fire, and emergency medical services integrated analysis overview.

City of Corona, CA
Project:
Citygate assisted the City of Corona, California, by developing an organizational strategy outlining five-year goals for the Fire Department, with a more specific set of objectives and a plan for implementation of the first three years of the plan’s time frame. This comprehensive performance assessment included a Standards of Coverage analysis to examine incident response statistics to better establish realistic and best practice response times.

Project:
Citygate completed an Emergency Services Master Plan for the City of Mont Belvieu, Texas, complete with a Standards of Coverage study and a staffing utilization review of the current Emergency Services headquarters staff and provided services to determine the headquarters team’s ability to sustain best practices and regulations regarding safe provision of fire services and prevention programs.
