Project:
Scope of work: Assessment, development, and design of an Animal Services Strategic Plan for Contra Costa County. This new plan includes an evaluation of the accomplishments of the Animal Services Department since the implementation of the 2018 strategic plan, and will contain clear prioritized goals, objectives, and metrics to measure progress. The scope of work will also include surveys of internal and external stakeholders throughout the community. As part of this engagement, Citygate will include an implementation action plan, and will provide on-site training and strategic meetings to ensure successful implementation of the plan.

City of San Juan Bautista, CA
Project:
Scope of work: A strategic planning and facilitation session for the City of San Juan Bautista, including a high-level organizational review to identify current issues and develop recommendations for workload management. After conducting varied stakeholder interviews and community and employee surveys, Citygate assisted in a Citywide update to establish vision and mission statements and identified key strategic goals and core priorities alongside developing new processes to monitor progress and update the Strategic Plan.

City of Eden Prairie, MN
Project:
Scope of work: A thorough review and analysis of service and staffing options for the Eden Prairie Fire Department. Citygate’s analysis will determine whether there are more effective, efficient, and improved deployment models for service delivery—consistent with state of Minnesota and national best practices—and will include a review and recommendation for fire service coverage for the City. As part of this thorough review, and in developing a Master Plan to guide the City going forward, Citygate will detail the pros and cons of each SOC model, the pros and cons of each staffing model identified, provide a detailed cost analysis of each SOC and staffing model identified, and will provide options for funding the cost of each model presented. Citygate will address the specific context and challenges that fire departments in Minnesota and much of the country face as a result of the changing fire, EMS, and demographic fact patterns, and will explore the potential staffing model changes required as a result of these changes.

Scope of work: An operational analysis of Henderson Animal Care and Control to align the operation with best practices, ensure it is operating as efficiently and effectively as possible, and assess whether the current facility will meet the growing needs of the City of Henderson. This comprehensive operational analysis includes examination of staffing levels and workload, management and record keeping, animal intake and handling, fiscal management, sanitation, medical health, internal policies and procedures, the physical layout and design of the facility, future capacity needs, animal behavioral health and mental well-being services, animal intake processes, marketing programs, social media usage, and many other areas.

Scope of work: A study to determine the appropriate level of staffing within the Ridgefield Public Works Department to meet its operational requirements and assist in the development of strategies that utilize staff resources in the most effective manner. The study includes a review of current operations, organizational structure, work schedules, workloads and service levels, and identifies the optimal staffing necessary to meet current needs. The study also defines critical issues facing the Department in the next five years while providing an analysis of the impacts related to anticipated issues.

South Metro Fire Department (St. Paul), MN

Scope of work: A standards of coverage study and organizational review for the cities of West St. Paul and South St. Paul South Metro Fire Department. Citygate will conduct a thorough review and analysis of services, staffing, apparatus, and facility options for the Department. Citygate's work includes, as requested, a comprehensive Standards of Coverage document analyzing resource deployment to determine whether the Department is properly deployed to meet its community’s risks and expectations; and a comprehensive review of organizational hierarchy, distribution of workload, and management practices weighed against contemporary organizational principles and business processes. A review of fire station locations and relevant recommendations will also be included, in which Citygate will analyze the Department’s current two-station response model to determine its effectiveness in providing present and future services, with comparative response model options analyzed in parallel. In delivering a report that will help create a template for future analysis, Citygate’s study will examine the effectiveness of inter-jurisdictional response to evaluate the benefits of the emergency services provided by the Department and its partners.

Scope of work: A departmental process and improvement assessment of the Community and Economic Development Department for the City of Santa Paula. Citygate will evaluate the current practices, procedures, and performance standards of Department functions for conformance with industry best practices and legal requirements. Citygate will also evaluate the Department’s organizational structure, including the types and number of positions needed to meet workload and performance standards, and will identify where organizational and operational performance and service levels can be enhanced with new performance metrics to help ensure the Department’s goals continue to be met.

Scope of work: An Organizational Workload Study to assess the organizational structure, resource allocation, and geographical patrol boundaries of the Berkeley Police Department and determine whether they are adequate to provide the highest level of service within the City. The study will leverage a community survey administered by Citygate, explore the efficiency of the Mobile Crisis Team as a means of operational efficiency, and will offer robust consideration of the Department’s role and deployment related to Homeless Services. Citygate’s report will include future projections and goals regarding staffing, geographical boundaries, and a comprehensive, data-driven analysis of workload. Citygate will consider how the City’s growth in population and development will impact future services, with recommendations that will empower the City to improve and enhance the overall safety, security, and satisfaction of City residents.

Scope of work: A citywide strategic plan and budget stabilization study for the City of Sonora, California, with the purpose of developing a strategic, goal-focused, sustainable budget strategy. The project included Steering Committee participation, strategic goal-setting facilitation with the City Council, community participation including Citygate’s facilitation of a Community Town Hall meeting, an organizational review, a budget stabilization study, an alternative analysis, and an implementation plan.

Project:
Citygate performed an organizational review and analysis of Monterey County’s current homeless programs, funding, and coordination services. For this review, Citygate identified, evaluated, and recommended funding sources and budgeting structure for the Homeless Services function; identified and recommended organizational best practices, including comparisons with similar cities and counties; evaluated and recommended best practices for collaboration and coordination with various County departments, the Continuum of Care, local cities, school districts, businesses, and homeless service providers; and evaluated and recommended formal and informal organizational alignment, structure, and staffing for the Homeless Services function.
