Citygate completed a study for the Cities of Anaheim, Fullerton, and Orange to identify opportunities to expand and/or strengthen the delivery of fire, EMS, and other non-emergency functions among the agencies. At the end of Phase I, total compensation differences and limited overlap in positions prevented a merger in the near term. The agencies agreed to work on contract-for-service sharing within their support service bureaus.
