For phase one of the study, Citygate reviewed the operational details to ensure the proposed plan includes all of the needed annual and capital budget elements, analyzed the fiscal impact of the program and verified the program’s annual and reoccurring capital costs, discussed recommendations for changes with the District staff via conference call, and presented the analysis to the District as a staff-level report with the necessary fiscal table exhibits.
