Ralph Brown has 28 years of law enforcement experience. He joined the Contra Costa County Office of the Sheriff as a Deputy in October 2001, where he served for 11 years before retiring at the rank of Lieutenant. During his tenure, he held assignments in custody, patrol, training, and administration. Mr. Brown sat on several volunteer committees, including the Sheriff’s Technical Advisory Committee, which was charged with developing technology solutions to increase efficiency. In June 2014, Mr. Brown accepted a position as a law enforcement consultant with the California Commission on Peace Officer Standards and Training. He served in the Basic Training Bureau as the basic course certification and review manager auditing police academies across the State. In 2016, he was promoted to Bureau Chief, where he managed the Training Program Services and Training Delivery and Compliance Bureaus. He and his staff ensured quality training programs were delivered to over 80,000 peace officers and 9,000 public safety dispatchers, while certifying over 4,000 courses. He retired from POST in 2020. He has a bachelor’s degree in business management and a master’s degree in information services.
