Scope of work: A compensation study related to Contra Costa County’s Chief of Labor Relations and Labor Relations Analyst II classifications. Citygate will assess relevant County documents, including any prior Labor Relations studies available, as part of its review of the position scope and salary in comparable agencies, with recognition of any differences in the scope and complexity of the position. Citygate will also provide salary recommendations for the positions based on the median level of comparable agencies, with recommendations related to the number of pay steps for each classification.

Project:
Scope of work: A strategic planning and facilitation session for the City of San Juan Bautista, including a high-level organizational review to identify current issues and develop recommendations for workload management. After conducting varied stakeholder interviews and community and employee surveys, Citygate assisted in a Citywide update to establish vision and mission statements and identified key strategic goals and core priorities alongside developing new processes to monitor progress and update the Strategic Plan.

Scope of work: An Independent Review of the Metro Transit Security Public Safety Department Feasibility Study. Citygate will conduct a comprehensive and objective analysis of the cost estimates used in a prior study for LACMTA to establish its own police service, ensure the estimates are consistent with industry standards and benchmarks, and identify any discrepancies or inefficiencies in the current cost estimates and level of service model. Citygate’s Work Plan will include review of the prior study’s cost documentation and methodologies; interviews with key study and Metro personnel involved in the cost estimation process; specific review of written concerns raised by Law Enforcement stakeholders; a summary of key findings regarding cost estimate accuracy, listing identified discrepancies; benchmarking of the first study’s cost estimates against industry standards, California police regulations, and best practices; and a summary of key findings regarding cost estimate accuracy, listing identified discrepancies.

Scope of work: Interim Planning and Building Director services to the City of Calistoga. Citygate oversaw the performance of all relates duties in the absence of the City’s permanent staff member.

Project:
Scope of work: An evaluation of the City of Oregon City’s needs regarding Commercial and Multi-Family Property Entitlement/Permitting Program Engagement and Evaluation services. This study supports the City’s need to engage with and listen to its property entitlement and development permitting constituents; enhances the clarity and effectiveness of communication strategies; and promotes streamlined, predictable, and business-friendly land use and permitting processes.

As a follow-on engagement to the prior Strategic Planning and Facilitation Assistance project, Citygate provided implementation support to the City to assist with the establishment of a formal strategic plan implementation, monitoring, reporting, and updating process to ensure the strategic plan document is a relevant, effective work tool.

Project:
Scope of work: Citygate provided strategic planning and facilitation assistance for the City of Angels Camp, California, as a follow-up to Citygate’s previous two studies for the City: the 2018 organizational review and budget stabilization study, and the 2020 financial action plan in response to COVID-19. For this project, Citygate interviewed key staff, City Councilmembers, and community members to gauge current operational efficiency, identify goals and priorities, and identify general and operational issues/priorities to assist in the development of Council priorities. Citygate also reviewed the City’s current fiscal condition at a high level to identify present opportunities and challenges.

Scope of work: in partnership with Michael Baker International (MBI), Citygate delivered a report and companion technical exhibits identifying the key elements of the requested review regarding the potential impacts of the proposed traffic control options on fire and EMS response times associated with Valley Center Road Corridor Concept Plan (CCP) options. Research work included: review of the impacts of roundabouts on both emergency response times and disaster evacuation routes; review of the 2022 Draft Corridor Concept Plan Report prepared by Michael Baker International (MBI); comparison of the use of intersection controls on emergency response times and disaster evacuation routes, including traffic signals and roundabouts; comparison of historical fire unit travel time records to CCP design traffic control models; and review of published practices regarding roundabouts and emergency responses.

This study includes review of the organization’s existing and historical financial and business operations; comparing financial, business operations, revenue sources, service costs and deliverables to other similar organizations in other regions/areas; providing multi-year projections; and showing areas of efficiencies, deficiencies, and models for improvement with detailed methods for implementation.
