Scope of work: A compensation study related to Contra Costa County’s Chief of Labor Relations and Labor Relations Analyst II classifications. Citygate will assess relevant County documents, including any prior Labor Relations studies available, as part of its review of the position scope and salary in comparable agencies, with recognition of any differences in the scope and complexity of the position. Citygate will also provide salary recommendations for the positions based on the median level of comparable agencies, with recommendations related to the number of pay steps for each classification.

Scope of work: Assessment, development, and design of an Animal Services Strategic Plan for Contra Costa County. This new plan includes an evaluation of the accomplishments of the Animal Services Department since the implementation of the 2018 strategic plan, and will contain clear prioritized goals, objectives, and metrics to measure progress. The scope of work will also include surveys of internal and external stakeholders throughout the community. As part of this engagement, Citygate will include an implementation action plan, and will provide on-site training and strategic meetings to ensure successful implementation of the plan.

Scope of work: A strategic planning and facilitation session for the City of San Juan Bautista, including a high-level organizational review to identify current issues and develop recommendations for workload management. After conducting varied stakeholder interviews and community and employee surveys, Citygate assisted in a Citywide update to establish vision and mission statements and identified key strategic goals and core priorities alongside developing new processes to monitor progress and update the Strategic Plan.

Scope of work: An Independent Review of the Metro Transit Security Public Safety Department Feasibility Study. Citygate will conduct a comprehensive and objective analysis of the cost estimates used in a prior study for LACMTA to establish its own police service, ensure the estimates are consistent with industry standards and benchmarks, and identify any discrepancies or inefficiencies in the current cost estimates and level of service model. Citygate’s Work Plan will include review of the prior study’s cost documentation and methodologies; interviews with key study and Metro personnel involved in the cost estimation process; specific review of written concerns raised by Law Enforcement stakeholders; a summary of key findings regarding cost estimate accuracy, listing identified discrepancies; benchmarking of the first study’s cost estimates against industry standards, California police regulations, and best practices; and a summary of key findings regarding cost estimate accuracy, listing identified discrepancies.

Scope of work: A thorough review and analysis of service and staffing options for the Eden Prairie Fire Department. Citygate’s analysis will determine whether there are more effective, efficient, and improved deployment models for service delivery—consistent with state of Minnesota and national best practices—and will include a review and recommendation for fire service coverage for the City. As part of this thorough review, and in developing a Master Plan to guide the City going forward, Citygate will detail the pros and cons of each SOC model, the pros and cons of each staffing model identified, provide a detailed cost analysis of each SOC and staffing model identified, and will provide options for funding the cost of each model presented. Citygate will address the specific context and challenges that fire departments in Minnesota and much of the country face as a result of the changing fire, EMS, and demographic fact patterns, and will explore the potential staffing model changes required as a result of these changes.

A Standards of Coverage Assessment for the City of Costa Mesa, California. Citygate’s assessment includes a full deployment study and an analysis of response time and service capacity coverage for the One Metro West project application in northwest Costa Mesa for inclusion into the project environmental impact report.

Central Marin Fire Authority, CA
Project:
Scope of work: A Fire Services Master Plan study for the Central Marin Fire Department. Citygate will evaluate and formulate recommendations for appropriate staffing and deployment of firefighting, emergency medical service, and specialized resources consistent with state and national best practices and generally conforming with recommendations of the Center for Public Safety Excellence (CPSE). The study is also intended to (1) include analysis and recommendations for the location of fire stations to minimize emergency incident response time, and (2) incorporate relevant data analysis and benchmarking to national standards as well as Department-established performance goals.

Scope of work: An update to Citygate's prior Standards of Cover study the Southern Marin Fire Protection District, including reviews of the District’s current headquarters management services program staffing, capital assets plans, facilities adequacy, future demand for services, and future delivery system models. Together, these components will culminate in a Fire Services Master Plan from which to manage immediate and longer-term fire service programs in the District. The Master Plan includes full assessments of headquarters services and facilities.

Scope of work: A law enforcement feasibility study for the City of Palmdale. The study will include an analysis of the City’s current public safety services and programs to determine whether its current model is sustainable, whether modification of the City’s current strategies and programs should be considered and offer additional strategies the City should consider. For this engagement, Citygate will administer a public survey regarding current public safety programs and satisfaction and will perform an analysis which includes an examination of the City’s public safety in conjunction with the Los Angeles County Sheriff’s Department (LASD) law enforcement service contract. Citygate will identify areas of improvement for staffing non-sworn community safety programs and explore the potential for sensible, cost-effective enhancements.

Scope of work: An Organizational Analysis, Community Risk Assessment, Standard of Coverage Study, and Five-Year Strategic Plan for the City of Palm Springs Fire Department. In preparing this study and Strategic Plan, Citygate will enlist significant involvement from the City’s partners, including the Agua Caliente Band of Cahuilla Indians. Citygate’s work will include a community risk analysis of Palm Springs with a 5- to 10-year projection; evaluation of existing aircraft rescue and firefighting operations in Palm Springs; response time analysis for both fire and EMS calls under City and County coverage models; and a determination regarding the optimal locations for fire stations. Citygate will evaluate the existing deployment model, identifying areas for improvement and recommendations for optimizing resource allocation and operational efficiency. Citygate will also evaluate the fee schedule for service and cost recovery.

Scope of work: A peer review of updated cost allocation models for the for the City of Eureka Fire and Humboldt No. 1 Fire Protection District. Citygate leveraged the experience of its previous study to explain options for cost allocation of fire services between the partners.

Scope of work: Assist the Orange County Fire Authority with an update to its Standard of Response Cover Plan. Working with OCFA staff, Citygate will use incident statistics and geographic mapping to model the needs of the current deployment plan, update the risk assessment to include any major changes, and identify options to improve deployment.

Scope of work: Ambulance and EMS program enhancement consulting services for the Orange County Fire Authority service area to include the .201 providers and County LEMSA-managed EOAs. Citygate will provide recommendations to enhance the EMS patient transportation system using a regional approach to improve response times, quality of care, and sustainability and economics, and will identify revenue sources to re-invest into system enhancements.

Scope of work: A Standards of Coverage Assessment / Fire Services Master Plan for the Los Osos Community Services District. The study evaluates staffing and deployment, with recommendations for appropriate current and future firefighting and emergency medical service resources consistent with state and national best practices and generally conforming with the recommendations of the Center for Public Safety Excellence. In delivering a report that will help create a template for future decision making, Citygate’s study examines the effectiveness of inter-jurisdictional response to evaluate the benefits of the emergency services provided by the District and its partners.

Scope of work: A Fire Department Services Evaluation of more effective, efficient, and improved deployment models for service delivery for the City of Shakopee. The study includes analysis and recommendations for the future improvement of services to the community, with the goal to provide the best possible level of service while maintaining a fiscally responsible Department. Citygate will review the Department’s annual budgets and projected capital outlays compared with expected service demands to assist Department and City leaders in long term financial forecasting.

Scope of work: An assessment of the Corpus Christi Animal Care Services Department to determine any issues that may limit effectiveness of operations and administration. The assessment includes an evaluation of the CCACS facility and the Department’s building needs; review of documents, policies and procedures, and operations; and incorporation of staff interviews and stakeholder input. The assessment also includes a review of the CCACS business model and the efficiency of policies, procedures, workflow, and animal flow in all Animal Care Services divisions—including but not limited to Administration, Field Operations, Investigation, Kennels, Live Release, and the Veterinary Clinic. Length of stay and capacity of care as well as euthanasia policy will be evaluated. The assessment includes a market pay analysis for positions in the Department.

This study supports the City’s need to engage with and listen to its property entitlement and development permitting constituents; enhances the clarity and effectiveness of communication strategies; and promotes streamlined, predictable, and business-friendly land use and permitting processes.

Scope of work: A study to determine the appropriate level of staffing within the Ridgefield Public Works Department to meet its operational requirements and assist in the development of strategies that utilize staff resources in the most effective manner. The study includes a review of current operations, organizational structure, work schedules, workloads and service levels, and identifies the optimal staffing necessary to meet current needs. The study also defines critical issues facing the Department in the next five years while providing an analysis of the impacts related to anticipated issues.
