Citygate is currently performing an organizational review of Monterey County’s current Cannabis Program, including funding, organization, permitting, staffing, and workload. This review will include recommendations for an efficient organizational structure, including formal and informal organizational alignment, management, and supervision of the Cannabis Program; job classifications, specifications, and compensation for employees in the Cannabis Program Office; efficient and effective staffing levels for the Cannabis Program; expectations related to positions being 100 percent funded by cannabis tax revenue; efficient and effective business processes and task assignments for cannabis licensing/permitting to alleviate the existing backlog, and to the extent possible, prevent new persistent backlogs; and best practice performance standards for cannabis licensing/permitting.

Citygate is currently performing an organizational review and analysis of Monterey County’s current homeless programs, funding, and coordination services. For this review, Citygate will identify, evaluate, and recommend funding sources and budget structure for the Homeless Services function; identify and recommend organizational best practices, including comparisons with like cities and counties; evaluate and recommend best practices for collaboration and coordination with various County departments, the Continuum of Care, local cities, school districts, businesses, and homeless service providers; and evaluate and recommend formal and informal organizational alignment, structure, and staffing for the Homeless Services function.

The City of San Diego contracted Citygate on an as-needed basis for consultation work to support, evaluate, and review various areas of operation within the San Diego Fire-Rescue Department. The current projects include an EMS ambulance deployment study and a review of staffing levels, hiring, and training programs within the Emergency Command and Data Center.

Project:
Citygate conducted a sewage discharge after-action review for the City of Los Angeles Sanitation and Environment Department. This review was conducted on behalf of the Los Angeles County Board of Supervisors. This review investigated the cause of the delayed response by County agencies and identified a corrective action plan to ensure faster response, coordination, reporting, and communication about future sewage discharges that may require timely beach closures to prevent public exposure.

Citygate is currently conducting the first-ever independent Standards of Coverage evaluation of the Los Angeles Fire Department’s fire and emergency medical services deployment system, including the current system’s capacity to evolve over time as a very diverse metropolitan area. This analysis will determine if the current fire station locations and crew/apparatus staffing are sufficient to meet the unique needs of the Department’s service area. A comprehensive community risk assessment will also be included as part of the overall analysis.

Citygate is currently preparing a Capital Facilities Master Plan for the County of Santa Barbara Fire Department. This in-depth master plan for the Department’s buildings will include all fire stations, headquarters, logistics, and aviation and will be sufficient to estimate major repair costs or the need for total replacements over a feasible, multiple-year timeline. Citygate will work with County staff to prepare facility financing strategies considering the Department’s revenue sources.

Citygate is currently performing a peer review of the emergency ground ambulance and interfacility transport services procurement documents and process for San Bernardino County, California. The study will include peer review of specific deliverables associated with procurement of emergency ground ambulance and interfacility transport services, review of the Request for Proposals document and the provision of feedback prior to release of the procurement, and the technical review and evaluation of proposer documents and contract.

Project:
Citygate conducted a fire services staffing analysis for the Port of Corpus Christi to determine the cost, quantity, type, and recommended schedule necessary to staff a new 70-foot fireboat that will serve both as a Port security patrol boat and a firefighting asset. Additionally, Citygate recommended a Port organizational structure for an effective chain of command up through the Chief Operating Officer position, and provided input on considerations and implications regarding ongoing service delivery needs.

Project:
Citygate is currently providing a Standards of Coverage and staffing study in support of the City’s related Santa Clara Development Project. The study includes an analysis of the response area, apparatus needs and replacement costs, staffing needs, and specialized training, apparatus, and equipment to address the unique hazards and demands posed by the former landfill parcels. The results of the study will be used to develop a plan to respond to the specific needs and requirements of the related Santa Clara Development Project and will provide recommendations to the City and Developer to improve and enhance the overall safety and security of future patrons and residents of this new mixed-use development.

City of Huntington Beach, CA
Project:
Citygate is currently conducting a Standards of Coverage (SOC) study update, community risk assessment, and facility assessment for the City of Huntington Beach Fire Department to assist the Department in achieving agency accreditation with the Commission on Fire Accreditation International. In addition, the study is intended to establish current response performance, identify new targets for improvement, and serve as the basis for a new Strategic Community Risk Reduction Program that will identify and implement programs to mitigate risks and make the City a safer, healthier, and more resilient community. The facility assessment will assist in identifying modifications or use of existing facility space to reduce employee exposure to carcinogens. In addition to identifying specific facility needs, the assessment will form the baseline for future annual facility safety inspections. Citygate also performed the City’s 2017 SOC study.

Solano County Local Agency Formation Commission, CA
Project:
Citygate performed a deployment analysis, with fiscal/governance options analysis, for the County of Solano Local Agency Formation Commission, which includes the Cordelia Fire Protection District, the Vacaville Fire Protection District, the Suisun Fire Protection District, and the Montezuma Fire Protection District. The deployment analysis utilized the Standards of Coverage systems approach to fire department deployment as published by the Commission on Fire Accreditation International. The fiscal governance options analysis utilized the deployment analysis to review the cost and governance complexity of providing the services as independent agencies, which were then compared to a best-fit form of merger, contract, Joint Powers Authority, or district reorganization.

Citygate is currently assisting the Southern Marin Fire Protection District and the Mill Valley Fire Department with their fire services merger work. This includes ad hoc coaching and meeting facilitation at the District Fire Chief’s direction, as well as additional work as needed.

City of Jurupa Valley, CA
Project:
As a follow-up engagement to Citygate’s 2021 feasibility analysis regarding City-provided police services, Citygate is currently conducting a study of hybrid public safety models for the City of Jurupa Valley, California. This study will examine hybrid models of public safety services the City may consider in addition to the current contracting model of law enforcement services being provided by the Riverside County Sheriff’s Department. This will entail reviewing with City staff the existing Sheriff’s Department quality of life service requests and services delivered to determine how the Sheriff’s Department is meeting the City’s current needs, as well as providing five alternative service delivery models, including two mental health response models and three community policing models.

Project:
Citygate is currently performing an animal care feasibility study for Davis County, Utah. This assessment will review Animal Care of Davis County’s ability to meet the County’s current and growing animal care needs, evaluate and describe a range of options to provide animal shelter services, and estimate the advantages, disadvantages, and costs of alternatives. This will include an in-depth operational assessment of Animal Care of Davis County to provide the foundation for recommendations on the needs of a new animal shelter facility.

Project:
Citygate evaluated the provision and cost of fire services for the City of Tehachapi, California, with the goal of identifying the level of fire services needed for the community and identifying options to achieve that goal and resultant costs. Citygate also assisted the City in contract fire services renegotiation with the County of Kern.

Project:
Citygate is currently performing a fire department services evaluation for the City of Hastings, Minnesota, Fire Department. This assessment will establish recommended minimum requirements relative to the organization and deployment of fire suppression operations, emergency medical operations, and special operations for the Department to consider and will create a template for future analysis and long-term financial planning.

Project:
Citygate is currently performing a fire services Master Plan assessment for the City of Turlock, California. As part of the Master Plan, this assessment will include a Community Risk Assessment, Standards of Coverage study, and headquarters programs adequacy and facility and fleet assessment. The Master Plan will organize all of these pieces into an organized whole from which immediate and longer-term fire service programs can be managed. The facility assessment will also identify modifications and the possibility of long-term continued use.

Citygate is currently performing a comprehensive operations and staffing assessment for the Police Department in the City of West Sacramento, California. This assessment will analyze staffing needs and service demands to determine an optimal staffing model, appropriately considering workload, performance measures, service delivery expectations, operating budgets, community priorities, and Departmental organization.

Citygate is currently performing an operational review and providing mentoring for the Western Riverside Council of Governments’ Finance Department. The operational review will include an examination of the Department’s organizational structure; a review of the financial policies, procedures, and practices; and a review of the Department’s operational functions, workflow processes, and documents to identify overall strengths and weaknesses and provide recommendations for streamlining procedures and processes. The mentoring will entail assisting the Finance Director in the development of long-range financial planning and forecasting models based on industry best practices and providing professional guidance and mentoring to key management staff as needed.

Project:
Citygate, in partnership with COAR Design Group (formerly Jeff Katz Architecture), is currently conducting a police workload and staffing study for the City of Los Altos, California, as part of the City’s larger plan exploring options for renovating its current police headquarters facility or constructing a new facility. For this study, Citygate will evaluate the adequacy of staffing levels for current workload and whether Department command staff’s goals and objectives related to staffing and community service level expectations are being met; examine the current organizational structure; provide a structured and defensible methodology for the Department’s staff to use in projecting future staffing needs; identify where data and community needs indicate new service delivery methods are needed; identify any redundancies, gaps, and opportunities for applying best practices in the provision of core services; and make recommendations for staffing levels that will allow the Department to maintain or increase its current level of services, as well as recommend any emerging technologies that may assist or enhance intelligence-led policing strategies.
