Scope of work: A peer review of the emergency ground ambulance and interfacility transport services procurement documents and process for San Bernardino County, California. The study will include peer review of specific deliverables associated with procurement of emergency ground ambulance and interfacility transport services, review of the Request for Proposals document and the provision of feedback prior to release of the procurement, and technical review and evaluation of proposer documents and contract.

Scope of work: A citywide strategic plan and budget stabilization study for the City of Sonora, California, with the purpose of developing a strategic, goal-focused, sustainable budget strategy. The project included Steering Committee participation, strategic goal-setting facilitation with the City Council, community participation including Citygate’s facilitation of a Community Town Hall meeting, an organizational review, a budget stabilization study, an alternative analysis, and an implementation plan.

Project:
Scope of work: Review of a contemplated ambulance service permit system whereby two or more operators would provide Countywide ambulance services for the County of Santa Barbara. Related to this economic review, Citygate will calculate revenue and cost estimates using modeling for a proposed Countywide permit system and determine the viability of revenue generation for either a private or government entity.

Project:
Citygate performed an organizational review and analysis of Monterey County’s current homeless programs, funding, and coordination services. For this review, Citygate identified, evaluated, and recommended funding sources and budgeting structure for the Homeless Services function; identified and recommended organizational best practices, including comparisons with similar cities and counties; evaluated and recommended best practices for collaboration and coordination with various County departments, the Continuum of Care, local cities, school districts, businesses, and homeless service providers; and evaluated and recommended formal and informal organizational alignment, structure, and staffing for the Homeless Services function.

This assessment analyzed staffing needs and service demands to determine an optimal staffing model, appropriately considering workload, performance measures, service delivery expectations, operating budgets, community priorities, and Departmental organization.

Citygate completed a staffing analysis and optimization plan for the City of West Hollywood, California. The scope of the study included an in-depth analysis of the City’s current staffing and operations, including the creation of a detailed organizational staffing optimization plan, with the strategic objective of assisting City officials when making important decisions related to services and programs provided to citizens.

Project:
Citygate conducted an organizational review of the Public Works Department as part of a Citywide organizational review for the City of Delano, California. This study also included the following functional areas: Community Development, Finance, City Manager, Community Services, City Clerk, Administration/Human Resources, Information Technology, Police, and Community Correctional Facility. As part of this review, Citygate conducted web-based employee and citizen surveys to supplement findings and gain a comprehensive understanding of citizen perspectives regarding City services.

Citygate was selected to forecast the growth in the Town of Gilbert’s staffing full-time equivalents over the next 20 years, commensurate with anticipated population growth.

City of Corona, CA
Project:
Citygate Associates conducted rotating departmental management and staffing studies for the City of Corona, including the Public Works Department, the Utility Services Department, the Public Library, the Housing and Development Department, the Police Department, the Building and Planning Departments, the Fire Department, the Department of Management Services, Parks, and a Citywide Overview of Implementation Status. Each study evaluated management, staffing, organization structure, resource deployment, maintenance service levels, operations, equipment, technology, human resource management, training, management information systems, performance measurement, and policies and procedures. We recommended specific performance measures for use in several departments. As a part of each management audit, we surveyed a number of comparable cities to develop comparative data and to identify best practices. In a follow-up analysis, Citygate found that over 95 percent of our approximately 250 recommendations had been implemented.

Project:
Citygate Associates conducted a Citywide organizational review for the City of Albany, California. The study provided a third-party review of the City’s organizational structure to identify potential cost savings, service improvements, and other efficiencies to improve the effectiveness of the City organization. In addition, the study provided strategies and options for providing services in a tighter fiscal environment over the long term. The following departments were included in the study: Fire Department, City Administrator’s Office, City Clerk’s Office, Finance and Administrative Services Department, Community Development Department, and Recreation and Community Services Department.
