Project:
Scope of work: Development of a Fire Master Plan for the Cy-Fair community of the northwest Houston metropolitan area. This engagement—based on Harris County Emergency Services District #9’s unique Fire and EMS fact pattern and varied risks—included a community risk assessment, a standard of cover study, and a compliance audit. The Master Plan also included the development of a strategic plan to ensure goals are actionable and categorized by priority over the long term.

Project:
Scope of Work: An update of Citygate’s 2017 Community Risk Assessment / Standards of Coverage study for the City of San Marcos Fire Department. The update provided recommendations for the appropriate staffing and deployment of firefighting and emergency medical service resources to meet the currently projected needs of the City, consistent with state and national best practices.

Project:
Scope of work: Assisting the County of Santa Barbara Fire Department team in the implementation of its ambulance transportation deployment. For this engagement, Citygate will deliver a “go-live” 911, Critical Care Transport (CCT) and Interfacility Transport (IFT) ambulance Optimal Deployment Plan; perform iterative analytics; conduct alternative deployment modeling; provide cost estimation and identify strengths, weaknesses, opportunities, and risks related to the Deployment Plan; and inform the Department as to the final Deployment Plan’s actionable needs for implementation by Logistics, Communications, and Financial Sections.

Scope of work: Evaluation of multiple proposed large warehouse projects to determine their impact on Suisun City fire services if constructed.

Project:
Scope of work: A Standards of Cover analysis of paramedic units with recommendations for future expansion of the program within Weber County. Citygate’s Standards of Cover assessment utilized historical incident data to evaluate existing resource deployment for proper distribution and concentration purposes and developed recommendations for strategic planning purposes based on both demand and a concentration analysis.

Project:
A study of ambulance service delivery models for the City of San Rafael. This assessment includes analysis of EMS service levels, staffing, hiring and training, standards of coverage, and will address the potential impacts of options presented to the City.

City of San Diego, CA
Project:
The City of San Diego contracted Citygate on an as-needed basis for consultation work to support, evaluate, and review various areas of operation within the San Diego Fire-Rescue Department. The current projects include an EMS ambulance deployment study and a review of staffing levels, hiring, and training programs within the Emergency Command and Data Center.

City of Los Angeles, CA
Project:
Citygate conducted the first-ever independent Standards of Coverage evaluation of the Los Angeles Fire Department’s fire and emergency medical services deployment system, including the current system’s capacity to evolve over time as a very diverse metropolitan area. This analysis determined whether current fire station locations and crew/apparatus staffing are sufficient to meet the unique needs of the Department’s service area. A comprehensive community risk assessment was also included as part of the overall analysis.

Santa Barbara County, CA
Project:
Citygate is currently preparing a Capital Facilities Master Plan for the County of Santa Barbara Fire Department. This in-depth master plan for the Department’s buildings will include all fire stations, headquarters, logistics, and aviation and will be sufficient to estimate major repair costs or the need for total replacements over a feasible, multiple-year timeline. Citygate will work with County staff to prepare facility financing strategies considering the Department’s revenue sources.

Port of Corpus Christi, TX
Project:
Citygate conducted a fire services staffing analysis for the Port of Corpus Christi to determine the cost, quantity, type, and recommended schedule necessary to staff a new 70-foot fireboat that will serve both as a Port security patrol boat and a firefighting asset. Additionally, Citygate recommended a Port organizational structure for an effective chain of command up through the Chief Operating Officer position, and provided input on considerations and implications regarding ongoing service delivery needs.
