Citygate performed an organizational review of Monterey County’s current Cannabis Program, including funding, organization, permitting, staffing, and workload. This review included recommendations for an efficient organizational structure, including formal and informal organizational alignment, management, and supervision of the Cannabis Program; job classifications, specifications, and compensation for employees in the Cannabis Program Office; efficient and effective staffing levels for the Cannabis Program; expectations related to positions being 100 percent funded by cannabis tax revenue; efficient and effective business processes and task assignments for cannabis licensing/permitting to alleviate the existing backlog, and to the extent possible, prevent new persistent backlogs; and best practice performance standards for cannabis licensing/permitting.

Citygate performed an organizational review and analysis of Monterey County’s current homeless programs, funding, and coordination services. For this review, Citygate identified, evaluated, and recommended funding sources and budgeting structure for the Homeless Services function; identified and recommended organizational best practices, including comparisons with similar cities and counties; evaluated and recommended best practices for collaboration and coordination with various County departments, the Continuum of Care, local cities, school districts, businesses, and homeless service providers; and evaluated and recommended formal and informal organizational alignment, structure, and staffing for the Homeless Services function.

Alameda County Health Care Services Agency, CA
Project:
Citygate completed an operational and economic analysis, RFP design, and bid review for the Alameda County Health Care Services Agency (HCSA). This review was to determine the financial viability of the system and system efficacy in terms of deployment, and then help the County HCSA develop an RFP and vendor selection tools for the provision of emergency medical services and aid the County in its selection of the next County EMS vendor.

Bay Area Urban Area Security initiative (UASI), CA
Project:
Citygate is currently on Alameda County’s list of approved vendors to provide training courses for a three-year training program across four disciplines for the 12 counties in the Bay Area UASI. The disciplines include law enforcement, fire and emergency medical services, emergency management, and public health. Citygate has successfully completed 16 courses under this contract.

Citygate conducted a healthcare preparedness partnership training, education, and exercise analysis for Monterey County. Citygate audited current emergency plans and training schedules and conducted a gap analysis and closure to identify short- and long-term vulnerabilities that may prevent a rapid, definitive, and effective response to an emergency in Monterey County. The plan is scalable and modifiable, with recommendations for training sources.

Kitsap Public Health District, WA
Project:
Citygate conducted an analysis of the Kitsap Public Health District’s Emergency Response Plan. The analysis concentrated on the effectiveness of the Plan as it guides the District through a true emergency response and assists in the provision of mutual aid resource sharing at local, regional, state, and federal levels. The analysis ensured the plan’s usability by all Public health partners, accuracy and effectiveness in connection to other plans policies and procedures, and compliance with grant funding requirements, and it included a gap analysis and recommendations for change, with suggestions for updates and ongoing maintenance.
