Citygate performed a comprehensive operations and staffing assessment of the Police Department for the City of Minnetonka, Minnesota. This comprehensive assessment of the law enforcement services delivery system featured a review of Department functions, organizational structure, operational functions, staffing and service levels, and Department efficiencies to ensure current and future needs are met through efficient and effective operations. This study was coordinated with Citygate’s concurrent fire services study.

Citygate conducted an operational and physical asset study for the City of Minnetonka, Minnesota Fire Department. This study entailed a thorough review and analysis of services, staffing, apparatus, and facility options for the Department, including a comprehensive Standards of Coverage document analyzing resource deployment to determine whether the Department is properly deployed to meet the risks and expectations of its community. This assessment also included a staffing plan to meet the needs identified in the SOC analysis, a long-term apparatus plan, and a review of fire station locations with recommendations. The staffing analysis identified strengths and weaknesses, if any, of the current staffing plan.

Citygate assisted the City of Temecula, California, in estimating the size and likely parcel assessment needed for a single in-town police facility that could serve the City at its buildout size should the City ever desire to house contracted Sheriff’s personnel or its own standalone police department.

Project:
Citygate completed a Police Department Strategic Plan for the City of Pasco, Washington, to review current and future service delivery, quality of service, service delivery expectations, community engagement, community priorities, Departmental organization, and staffing and deployment feasibility to maintain current and future organizational efficiency. This review examined current service delivery models; staffing levels; programming; management structure; operational efficiency; and sustainability of mission, vision, and values.

Project:
Citygate completed a police staffing and efficiency study for the City of Elk Grove, California. This study determined an optimal staffing model, appropriately considering workload, performance measures, service delivery expectations, operating budgets, community priorities, and Departmental organization. In addition, this study forecast future needs, taking into consideration both short- and long-term objectives, community growth, and any other factors that could impact staffing requirements.

Project:
Citygate assisted the City Council in the City of Coachella, California, in a workshop discussion to consider the methods of studying policing services. This entailed a presentation outlining how to develop a police master plan, along with a comparative analysis of separating from the Sheriff’s Department versus starting a City police department or some combination thereof. In the presentation, we assisted the Council in understanding and discussing the study options, costs, and time frames.

City of Jurupa Valley, CA
Project:
Citygate conducted a feasibility analysis for the City of Jurupa Valley, California, to determine the viability of separating from the Riverside County Sheriff’s Department and directly providing polices services. Using as a foundation Citygate’s recent police services JPA feasibility assessment, which included the City, Citygate conducted a more in-depth analysis of policing needs in the City, the risks to be protected, and the likely growth, leading to a refined police department size estimation and allowing for a close model of early years operating costs and capital and start-up expense needs. This study also provided a likely conversion-of-services timeline. The end result, in effect, provided the City Council and the community with a police services Master Plan and cost model.

Project:
Citygate completed a Police Department facilities review and headquarters/facilities siting study for the City of Riverside, California, with the goal of developing a new police headquarters facility within the City that optimizes operational services to the community. Citygate provided an evaluation of the three existing policing facilities’ functions, operations, and physical locations, related to the community they serve. Based on the evaluation of the facilities, Citygate determined what, if any, adjustments to policing operations are recommended to meet both current and projected future needs of the City. We also prepared an analysis of what policing functions the proposed new police headquarters, and potential sub-station(s), should provide and the approximate size of both sworn and professional workforce needed within the proposed police facilities. To determine this, Citygate evaluated the adequacy of staffing levels for current workload and meeting Department command staff’s goals and objectives related to staffing and community service level expectations.

Project:
Citygate, in partnership with COAR Design Group (formerly Jeff Katz Architecture), is currently performing a comprehensive assessment of the Police Department and City Hall facilities for the City of Irwindale, California, to include recommendations for improvements to bring the existing facilities up to current standards and the provision of a cost estimates for all recommended improvements. Citygate’s role in the study entails performing a thorough review of the Police Department to assess potential changes to future operations. This review will serve as a road map for future staffing needs to assist the City in assessing organizational structure, resource allocation, and geographical patrol boundaries to ensure they are adequate, if not optimal, to provide the highest level of service within the City.

City of Lawrence, KS
Project:
Citygate completed a comprehensive management study for the Lawrence Police Department in Lawrence, Kansas. Citygate’s assessment included a detailed analysis of every type of delivered services by the Department, covering its internal support services, community relations, and community oversight. A data-driven review considered the adequacy of the existing deployment system, scheduling, and staffing. We reviewed response time, crime, and call data that drives the recommendations for staffing in Patrol. The project also entailed formal community listening sessions with approximately 100 diverse community stakeholders, including the faith-based community, civic organizations, students, elected officials, and law enforcement, as well as the elderly, LGBTQ, African American, and Native American communities. In addition to interviews with the City Manager, the Chief of Police, and other key positions, this study also included an internet-based community survey to allow for the public to provide feedback regarding current and future service.
