Project:
Citygate conducted a sewage discharge after-action review for the City of Los Angeles Sanitation and Environment Department. This review was conducted on behalf of the Los Angeles County Board of Supervisors. This review investigated the cause of the delayed response by County agencies and identified a corrective action plan to ensure faster response, coordination, reporting, and communication about future sewage discharges that may require timely beach closures to prevent public exposure.

Project:
Citygate is currently performing a peer review of the emergency ground ambulance and interfacility transport services procurement documents and process for San Bernardino County, California. The study will include peer review of specific deliverables associated with procurement of emergency ground ambulance and interfacility transport services, review of the Request for Proposals document and the provision of feedback prior to release of the procurement, and the technical review and evaluation of proposer documents and contract.

Project:
Citygate conducted a public safety risk and operational needs assessment of the Queen Mary as presently configured in Long Beach Harbor. Due to the various fire, emergency medical, and law enforcement safety systems that have been installed over the decades to protect tourists, special event attendees, and hotel guests, the City of Long Beach contracted Citygate to perform an updated assessment of the risks and the City’s public safety agencies’ ability to respond adequately.

Project:
Citygate assisted the City Council in the City of Coachella, California, in a workshop discussion to consider the methods of studying policing services. This entailed a presentation outlining how to develop a police master plan, along with a comparative analysis of separating from the Sheriff’s Department versus starting a City police department or some combination thereof. In the presentation, we assisted the Council in understanding and discussing the study options, costs, and time frames.

Orange County Fire Authority, CA
Project:
As part of a Master Services Agreement with the Orange County Fire Authority (OCFA), wherein Citygate was recently retained to provide seven as-needed organizational service level assessments of operations for OCFA’s major cost centers, Citygate performed a service level assessment of the OCFA Community Risk Reduction Department to assess the efficiency and effectiveness of leadership, personnel, and operations and to ensure compliance with policies/procedures, best practices, and regulatory agency requirements. The other six assessments part of the Master Services Agreement were for the Emergency Command Center, the Executive Leadership Team and Human Resources functions, the Emergency Medical Services Department, Field Deployment services, Fleet Services Division, and Business Services functions.

Project:
Citygate is currently performing a Standards of Coverage analysis for the Berkeley Fire Department in the City of Berkeley, California. This analysis will define the appropriate level of service based on a comprehensive study of historical performance; community risk factors; expectations; an evaluation of existing and projected risks, hazards, population growth and aging, topography, density and vertical growth of the build environment; and proposed deployment strategies. This study will consider changing landscape and population density of the City and how that may impact service delivery, response times, and overall capacity to respond to emergent and non-emergent incidents. This study will also help determine if the Department should transition from dual-function (firefighter/paramedic) to single-function (EMT or Paramedic) ambulance service and whether enhanced staffing or deployment of suppression resources are needed in key areas of the City to mitigate increasing density and vertical growth.

As part of a Master Services Agreement with the Orange County Fire Authority (OCFA), wherein Citygate was recently retained to provide seven as-needed organizational service level assessments of operations for OCFA’s major cost centers, Citygate performed a service level assessment of the OCFA Emergency Medical Services Department. This assessment ensured the Department and its staffing and support tools could provide the needed patient care quality oversight in light of a recent reorganization. The other six assessments part of the Master Services Agreement were for the Emergency Command Center, the Executive Leadership Team and Human Resources functions, Field Deployment services, the Fleet Services Division, Business Services functions, and the Community Risk Reduction Department.

Citygate conducted a public safety staffing study for the City of Woodbury, Minnesota, including a fire services Standards of Coverage and headquarters assessment and a police, fire, and emergency medical services integrated analysis overview.

Project:
Citygate conducted a Standards of Coverage assessment for the Bloomington Fire Department, including an analysis of the services provided by the Department, an examination of the effectiveness of inter-jurisdictional response, an assessment of the community risks, a review of historical fire service system performance, and the provision of fire and EMS response performance goals.

City of San Juan Bautista, CA
Project:
Citygate completed a high-level observational organizational and financial review for the City of San Juan Bautista, California. This review included analyzing revenues and expenditures for the General Fund and reviewing the City’s Annual Audit to inform Citygate’s budget sustainability recommendations, to provide guidance to establishing financial and budgetary policies and procedures, to provide financial forecast and budgetary models for the City and City staff to utilize going forward, and to provide an assessment of three to five current issues and suggested priorities, as well as recommendations for workload management and suggested topics for further in-depth study as needed.
