Solano County Local Agency Formation Commission, CA
Project:
Citygate performed a deployment analysis, with fiscal/governance options analysis, for the County of Solano Local Agency Formation Commission, which includes the Cordelia Fire Protection District, the Vacaville Fire Protection District, the Suisun Fire Protection District, and the Montezuma Fire Protection District. The deployment analysis utilized the Standards of Coverage systems approach to fire department deployment as published by the Commission on Fire Accreditation International. The fiscal governance options analysis utilized the deployment analysis to review the cost and governance complexity of providing the services as independent agencies, which were then compared to a best-fit form of merger, contract, Joint Powers Authority, or district reorganization.

Project:
Citygate performed an animal services Joint Powers Authority feasibility analysis for the City of Pasadena, California, and 11 potential additional partner cities, with the goal of exploring options for providing a quality animal services program that will manage costs for their respective cities. This analysis looked at the projected costs involved in formation of two models for the JPA: (1) a full-service JPA providing all animal services functions, and (2) a JPA providing only field services.

Citygate conducted a study to analyze the feasibility of merging all or a portion of the police service operations in the Cities of Burlingame and San Mateo to reduce costs while retaining, at a minimum, the current service levels for each City and, where possible, improve service levels without additional costs. Thus, this study addressed the possibilities from full consolidation of the agency police services to partial sharing of various services.

San Bernardino County, CA
Project:
Citygate is currently providing specialty assistance to San Bernardino County in exploring various options for the development of a joint venture partnership agreement between area fire agencies, the contract ambulance provider, and the County. The emergency medical services (EMS) system stakeholders – the County, the Chino Valley Fire District, Colton Fire, Ontario Fire, Rancho Cucamonga Fire, San Bernardino County Fire, and American Medical Response – have indicated a desire to form a transport systems partnership within the ambulance service exclusive operating areas (EOAs) to more fully manage ambulance transport and resultant service revenues generated in the EOAs. Citygate will explore various options for the stakeholders to participate in a multiple-party agreement for emergency medical ambulance transportation between the County, fire agencies, and AMR. In concert with all the agencies within the eight EOAs, Citygate will explore the governmental regulations, revenue methods, and organizational structures that could create a partnership that meets the needs of the agencies and is acceptable to the County’s regulatory and business needs.

Project:
Citygate assessed the feasibility of establishing a Police services Joint Powers Authority (JPA) for up to seven cities in Riverside County, California, which include Lake Elsinore, Canyon Lake, Jurupa Valley, Moreno Valley, San Jacinto, Temecula, and Wildomar. This assessment compared the cost of the current agreement with the Riverside County Sheriff’s Department with the likely initial JPA costs regarding personnel.

Project:
Citygate assisted with the research of creating a fire district to serve the Cities of Eagan and Burnsville, Minnesota. This entailed an initial peer review of the Cities’ study in support of their grant application to the state. Once funding permits, Citygate will coach and assist staff with the issues to be researched, how to build cost and cost-share models, co-draft briefing materials, and co-present briefings regarding the completed feasibility assessment.

Project:
Citygate evaluated the provision and cost of fire services for the City of Ridgecrest, California, with the goal of identifying the level of fire services needed for the community and identifying options to achieve that goal and resultant costs. Citygate will also assist the City in contract fire services renegotiation with the County of Kern.

Project:
Citygate assisted the City of San Luis Obispo, California, and its partners to study the opportunities and constraints in merging some of the County’s police and fire dispatch centers into one shared center located at the San Luis Obispo Police Department dispatch center.

Project:
Citygate conducted a Standards of Coverage assessment for the City of Carlsbad, California, to update the SOC assessment Citygate completedperformed for the City in 2017. In addition, Citygate performed an ambulance operational and economics analysis to assist the City in its understanding of the current ambulance deployment, current and alternative staffing plans, and current ambulance services revenues and operating costs.

Project:
Citygate completed an extensive fire services review for Stanford University that included identifying risks, fire prevention programs, alternative service delivery plans, and cost models. This included assisting Stanford with its decision-making on the provision of fire services, including assisting the University with its mediation with the City of Palo Alto and final contract negotiations with the City.
