Project:
Citygate, in partnership with COAR Design Group (formerly Jeff Katz Architecture), assessed the space and facility needs of the San Diego Fire-Rescue Department’s Emergency Communications and Data Center to provide space-needs planning for this essential public facility in a way that can cost-effectively evolve. This assessment included researching the benefits of sharing space with the California Department of Forestry and Fire Protection’s Interagency Command and Communications Center.

Project:
Citygate worked with the City of Gilroy, California, to expand the scope of work specific to the City in parallel with our Standards of Coverage Assessment for the Cities of Gilroy and Morgan Hill and the South Santa Clara County Fire Protection District. This expanded scope of work included performing a fire station relocation impact analysis, identifying the best option(s) to meet the current and anticipated near-term service demand in the Glen Loma area, developing a pilot program to best meet the near-term service needs for the Glen Loma area, evaluating the current and future Fire Department records management system options, and evaluating the Department’s dispatch service options.

Project:
Citygate conducted an organizational review and budget stabilization assessment for the City of Angels, California, with the purpose of developing a strategic, goal-focused, sustainable budget strategy. The Work Plan addressed the following areas: steering committee participation, strategic goal setting, community and council participation, an organizational review, a budget stabilization study, an alternative analysis, and an implementation plan.

Project:
Citygate acted as independent subject-matter experts to provide feedback regarding the siting of firefighting and emergency medical training program facilities. The study looked at the District partnering with the local government or directly providing facilities on either of the campuses.

Yuba County, CA
Project:
Citygate completed a comprehensive services delivery and staffing review of the Yuba County Sheriff’s Department to examine the current delivery of services and provide recommendations of alternatives needed to meet current best practices concerning appropriate staffing levels. The work plan addressed all facets of field, command, and support operations, including, but not limited to: the Operations Division, the Patrol Division, Investigations, Communications and Records, the Support Services Division, and Crime Analysis, as well as the Reserve and Volunteer programs. Animal Care Services and Corrections were excluded from this study.

City of Merced, CA
Project:
Citygate completed a Standards of Coverage study for the City of Merced Fire Department. This study included reviewing services currently provided by the City of Merced Fire Department; analysis of existing station location and apparatus deployment; review of community expectations and performance goals; overview of community risk assessment; performance of a critical task analysis; analysis and measurement of current operations and system performance; developing performance measures; and reviewing historical system performance. In addition, Citygate helped establish performance objectives; identify future fire station locations and staffing levels, as well as needed resources; and develop viable alternatives for providing emergency and non-emergency response services while keeping in mind any geographic and/or financial resource limitations of the Merced Fire Department.

Citygate conducted a Standards of Coverage study for the City of San Marcos Fire Department, which required a performance review of the current delivery of all Fire Department services and provision of options or alternatives for those items needed to meet current best practices.

Project:
Citygate completed a fire dispatch merger feasibility study for the San Diego Fire-Rescue Department with the Heartland Communications Facility Authority and North County Dispatch Joint Powers Authority, along with a parallel feasibility study of merging lifeguard dispatch with San Diego Fire Dispatch.

Menlo Park Fire Protection District, CA
Project:
Citygate conducted an assessment for the Menlo Park Fire Protection District on the locations of Fire Stations #3, #4, and #5 and other possible alternative or additional locations. The goal was to provide the District with independent subject matter expertise and feedback regarding the continued use of the existing locations, or best-fit alternatives, to provide the District’s Directors with planning options.
