Project:
Citygate evaluated the provision and cost of fire services for the City of Ridgecrest, California, with the goal of identifying the level of fire services needed for the community and identifying options to achieve that goal and resultant costs. Citygate will also assist the City in contract fire services renegotiation with the County of Kern.

Stanford University, CA
Project:
Citygate completed an extensive fire services review for Stanford University that included identifying risks, fire prevention programs, alternative service delivery plans, and cost models. This included assisting Stanford with its decision-making on the provision of fire services, including assisting the University with its mediation with the City of Palo Alto and final contract negotiations with the City.

Project:
Citygate completed an ambulance services contract analysis for the City of San Diego Fire-Rescue Department. This study included a peer review of existing deployment and compliance measures and methods, a review of the ambulance provider’s plan for improving response time performance, and the negotiation of a system stabilization contract amendment on behalf of the City. In addition, Citygate helped co-design a Request for Proposal to successfully re-bid the system.

Citygate assisted the Ross Valley Fire Department in designing and assessing a contract for Fire Chief services.

City of Victorville, CA
Project:
Citygate completed an assessment of the City of Victorville’s options for the provision of fire services. Included in this assessment was feedback regarding the level of services and resultant macro costs of fire services that would be separate from the San Bernardino County Fire Department.

City of Hermosa Beach, CA
Project:
Citygate conducted an analysis of the Los Angeles County Fire District’s contract for fire services proposal for Hermosa Beach. Citygate reviewed the operational and fiscal components, including start-up costs, and peer-reviewed the City staff’s fiscal analysis of contracting fire services versus ongoing City Fire Department costs.

Tracy Rural Fire District, CA
Project:
Citygate assisted the Tracy Rural Fire District by reviewing, analyzing, and advising regarding issues arising from the fire services study requested by the Local Area Formation Commission, particularly regarding issues affecting the District, the City of Tracy, and the annexation of District territory into the City of Tracy. Citygate undertook work only as directed by the District.

Project:
Citygate conducted a review of a draft of the Plumpjack Squaw Valley Inn Emergency Preparedness and Evacuation Plan (EPEP) prepared by Raney Planning and Management, Inc. The goal of this project was to provide subject matter expertise and feedback on the EPEP primarily as it relates to wildland fire risk.

Project:
Citygate conducted evaluations on City fire service proposals. Citygate’s reviewed bids received from both an operational needs perspective, per the request for proposal, and the economics proposed over the term of the likely contract.

City of Rancho Cucamonga, CA
Project:
Citygate completed a police service analysis for the City of Rancho Cucamonga to assist in evaluating the current police services provided to the City by the San Bernardino County Sheriff’s Department, as well as other potential service options. The scope of the study included evaluating how the current contract compares to similarly situated cities that also contract for law enforcement services; if establishing an in-house police department is feasible, considering start-up and ongoing operational costs; whether there are viable law enforcement agencies in the region that could provide law enforcement services or partners to form a Joint Powers Authority; and whether there is a tipping point beyond which the City should consider a police services alternative.
