Project:
Citygate reviewed the annexation proposal between the El Dorado Hills Fire Department and the Latrobe Fire Protection District. Citygate reviewed the fire service’s fiscal, operational, and consolidation documents produced to date. Citygate provided recommendations regarding the District’s application to El Dorado Local Agency Formation Commission.

Project:
Citygate was selected to assist the City on this two-phase effort. This project consisted of a review of the “Road Map for Implementation,” integration of the Public Works Department permitting processes, and identification of opportunities to improve efficiency of the City’s development review permitting process.

Rancho Santa Fe Fire Protection District, CA
Project:
For phase two of the study, Citygate reviewed the final draft proposal operational details to ensure the proposed plan included all of the needed annual and capital budget elements; reviewed the District’s analysis of the fiscal impact of the final draft proposal, including the program’s annual and recurring capital costs; discussed any recommendations for changes with the District staff in a meeting on site; and assisted the District staff with presenting the proposal and answering questions in a meeting with the County of San Diego EMS Agency.

Monterey Peninsula Airport District, CA
Project:
Citygate completed an organizational and operational review of the Monterey Peninsula Airport District. The purpose of the review was to provide an assessment of the current organizational structure, operational functions, and levels of staffing for each District department, including Fire, and make recommendations that will enhance organizational operations for current and future needs. The review of fire services resulted in a recommendation to contract fire services to an adjoining public agency. The Board of Directors adopted that recommendation and, with Chief Gary’s assistance, issued an RFP for ARFF and structural fire / emergency medical services. Chief Gary assisted Airport and City of Monterey staff in designing a final contract for services.

City of Emeryville, CA
Project:
Citygate conducted a Fire Department Master Plan, which included all aspects of the City’s fire services operations. The review focused on how to best meet Emeryville’s fire protection needs while providing any possible operational efficiency, cost savings or possible re-configuration of services in difficult economic times. As a follow-on engagement to the Fire Department review, Citygate assisted the City in assessing fire service provision options, including review of a proposal from Alameda County for the provision of fire services. Ultimately, the City decided to contract for services with Alameda County.

Mountain House Community Services District, CA
Project:
Citygate conducted a series of projects for Mountain House Community Services District over 11 years, including: serving as project manager in updating the Mountain House Finance Plan; coordinating Mountain House staff and consultants; providing financial analysis that resulted in a recommendation for changes in the Finance Plan; assisting with the development of ordinances and policies/procedures; reviewing water, wastewater, storm drain, and solid waste utility operations/contracts; and providing general analysis/consulting and administrative support services. The following functional areas have been addressed throughout our continuing projects: organizational restructuring, services restructuring, prioritization of services, cost reduction measures, resource allocation and workforce planning, and management and operational reviews. Citygate has also negotiated Utility Contract Services, Public Safety and Fire for the District, and building leases for administration and library space.

Project:
Citygate completed a review of the contract for service relationship and level of services with the Los Angeles County Fire Department for the City of Covina. This assessment included the current contract to determine whether the City is receiving an appropriate level of service and whether the current cost of service is warranted.

Menlo Park Fire Protection District, CA
Project:
Citygate assessed the Menlo Park Fire Protection District’s provision of fire services, which included reviewing impacts to the District’s ability to provide ladder truck services in addition to pumpers and overall staffing appropriate to the risks presented by the project.

Project:
Citygate reviewed major development agreements and advised the Office of the County Executive Officer on strategies for consistency with other County planning policies and documents.
Client:
City of Lodi, CA
Project:
Citygate completed a study of the fiscal and operational feasibility of the City of Lodi providing fire services under contract to the Mokelumne and Woodbridge Fire Districts. This study included a review of salaries and benefits, crew personnel, and operational issues.
