City of Huntington Beach, CA
Project:
Citygate conducted a Standards of Coverage (SOC) study update, community risk assessment, and facility assessment for the City of Huntington Beach Fire Department to assist the Department in achieving agency accreditation with the Commission on Fire Accreditation International. In addition, the study established current response performance, identified new targets for improvement, and served as the basis for a new Strategic Community Risk Reduction Program that identified programs for implementation to mitigate risks and make the City a safer, healthier, and more resilient community. The facility assessment assisted in identifying modifications and use of existing facility space to reduce employee exposure to carcinogens. In addition to identifying specific facility needs, the assessment formed the baseline for future annual facility safety inspections. Citygate also performed the City’s 2017 SOC study.

Project:
Citygate performed a fire department services evaluation for the City of Hastings, Minnesota, Fire Department. This assessment established recommended minimum requirements relative to the organization and deployment of fire suppression operations, emergency medical operations, and special operations for the Department to consider and provided a template for future analysis and long-term financial planning.

Project:
Citygate performed a fire services Master Plan assessment for the City of Turlock, California. As part of the Master Plan, this assessment included a Community Risk Assessment, Standards of Coverage study, and headquarters programs adequacy and facility and fleet assessment. The Master Plan organized all of these pieces into an organized whole from which immediate and longer-term fire service programs can be managed. The facility assessment also identified modifications and the possibility of long-term continued use.

Project:
Citygate conducted a fire services Master Plan for the City of Taylor, Texas. This Master Plan assisted the City to provide a safe, effective, and appropriately sized response force for fires, medical emergencies, and other events requiring a specialized emergency fire response as the City grows within the existing corporate limits, including a Samsung facility annexation. The Master Plan entailed a Standards of Coverage / Community Risk Assessment, as well as a headquarters staffing review and a review of the operational and fire prevention impacts generated by the Samsung facility.

Project:
Citygate performed a comprehensive operations and staffing assessment of the Police Department for the City of Minnetonka, Minnesota. This comprehensive assessment of the law enforcement services delivery system featured a review of Department functions, organizational structure, operational functions, staffing and service levels, and Department efficiencies to ensure current and future needs are met through efficient and effective operations. This study was coordinated with Citygate’s concurrent fire services study.

Project:
Citygate conducted an operational and physical asset study for the City of Minnetonka, Minnesota Fire Department. This study entailed a thorough review and analysis of services, staffing, apparatus, and facility options for the Department, including a comprehensive Standards of Coverage document analyzing resource deployment to determine whether the Department is properly deployed to meet the risks and expectations of its community. This assessment also included a staffing plan to meet the needs identified in the SOC analysis, a long-term apparatus plan, and a review of fire station locations with recommendations. The staffing analysis identified strengths and weaknesses, if any, of the current staffing plan.

Citygate conducted a Community Risk Assessment / Standards of Cover study for Redwood City, California. This study served as a guide for the City regarding future planning relative to the provision of fire and emergency medical services using local risk and demographics to determine the level of protection best fitting the City’s needs.

Project:
Citygate is currently conducting a Standards of Coverage Assessment for the City of Costa Mesa, California, to include a full fire department deployment study and an assessment of response time and service capacity coverage for the One Metro West project application in northwest Costa Mesa for inclusion into the project environmental impact report.

Citygate recently conducted a fire and EMS staffing and operations study of the fire department for the City of Fort Worth, Texas. This comprehensive operational assessment included a comprehensive review of all services provided, including a comprehensive risk assessment, a staffing and headquarters programs assessment, a station location and improved service delivery assessment, and an analysis of the current EMS delivery model and assessment of options to improve service delivery based on current/future service demands. Citygate conducted a standards of coverage analysis and community risk assessment for the Fire Department in the City of Tacoma, Washington. This analysis informed key administrative decisions regarding the current and future deployment of emergency response resources to mitigate emergencies, the efficiency of the current fire station locations and the potential addition of future fire stations based on call volume trends, and updating the hazard risk profile for the community to reflect emerging threats and the impacts of population growth.
