Sacramento Metropolitan Fire District, CA
Project:
The Fire/EMS Standards of Coverage study was commissioned to analyze the effectiveness of the current deployment system; evaluate the need for additional fire stations, apparatus, and crews; recommend criteria for the placement and timing of these stations; and develop the criteria for deployment reductions of three to five fire stations to meet the fiscal needs of the District’s declining revenues. The study exceeded all of the District’s expectations and was very well received by the elected officials and stakeholders. The District adopted and implemented Citygate’s brownout service reduction plan. Citygate has been retained by the District to perform numerous additional engagements.

Project:
Citygate assisted the City of Surprise by developing a comprehensive Public Safety Master Plan that will enable the Police and Fire-Medical Departments to complete their organizational and programmatic goals while falling in line with the City of Surprise General Plan 2035 and City Council Strategic Plan. We developed an organizational strategy that serves as a blueprint for 15-year goals for public safety, but also details specific three-year implementation steps. To accomplish these objectives, Citygate comprehensively assessed all facets of the public safety operations, including mission, goals, policies, practices, deployment, facilities, equipment, programming, organizational structure, and staffing levels.

Project:
Citygate conducted a Standards of Coverage Study, community risk assessment, and fire station condition and serviceability assessment for the City of Sunnyvale Public Safety Department based on nationally recognized guidelines and best practices, federal and state mandates, and relevant local and regional operating procedures.

City of Tracy, CA
Project:
Citygate identified all real property owned by the City of Tracy and prepared a Real Property List, which included the parcel number, location, size, current use, ownership, and other noteworthy comments related to the property and corresponding maps.

Santa Cruz Regional 9-1-1, CA
Project:
Citygate completed a feasibility study for interested Monterey County Public Safety Agencies to be serviced by Santa Cruz Regional 9 1 1. The scope of the project includes: identifying Monterey County public safety agencies interested in transferring their 9 1 1 and dispatch services from the Monterey County Emergency Communications Department to Santa Cruz Regional 9 1 1; determining the ability of Santa Cruz Regional 9 1 1 to accommodate the additional loading and services to those agencies within its current facility; identifying the one-time costs associated with said service change; identifying any operational differences between the two dispatch centers; and assisting with equipment and facility configuration to accommodate said service change.

Project:
Citygate conducted a combined Municipal Service Review and Spheres of Influence Study for the Yolo County Fire Protection Districts, required by the Cortese-Knox-Hertzberg Local Government Reorganization Act (CKH Act). This review consisted of all elements required by the CKH Act, including, but not limited to, demographic data, growth projections, facility assessments, fiscal analysis, shared services opportunities, and a spheres of influence analysis.

Project:
Citygate completed a survey and cost comparison for the City of Claremont, California, comparing the major cost components on constructed Public Safety projects to better understand the reasonableness of the initial cost estimate of approximately $50 million for a new Public Safety facility for the Police Department.

City of Vancouver, WA
Project:
Citygate assisted the City of Vancouver with a fire facilities project. This review consisted of an in-depth analysis of coverage, response times and statistics, and current staff capabilities to help the City determine Department location and relocation needs. Additionally, the project’s scope included a secondary assessment to determine if additional services are required. The City also hired Citygate for phase two of this project.

Project:
Citygate completed a Standards of Coverage assessment and strategic fiscal review for the Lakeside Fire Protection District. This review arose out of the possible annexation of new area and investigated the impacts, if any, of the District’s mutual aid partners.

Citygate assessed the future plans, options, and strategies to provide fire and emergency medical services despite the Heartland Communications Facility Authority JPA’s new capital improvement needs. Citygate advised the HCFA regarding the opportunities for the agency related to future facilities, infrastructure, and systems.

Project:
Citygate updated the Standards of Coverage planning analysis (fire crew deployment study) for the City of Pasadena’s Fire Department. The original study was completed in February 2014. This update reviewed the adequacy of the existing deployment system from the current fire station locations and included updated statistics, supplemental geographic maps, and revised deployment recommendations.
