Citygate is currently performing an organizational review and analysis of Monterey County’s current homeless programs, funding, and coordination services. For this review, Citygate will identify, evaluate, and recommend funding sources and budget structure for the Homeless Services function; identify and recommend organizational best practices, including comparisons with like cities and counties; evaluate and recommend best practices for collaboration and coordination with various County departments, the Continuum of Care, local cities, school districts, businesses, and homeless service providers; and evaluate and recommend formal and informal organizational alignment, structure, and staffing for the Homeless Services function.

Project:
Citygate is currently performing an animal care feasibility study for Davis County, Utah. This assessment will review Animal Care of Davis County’s ability to meet the County’s current and growing animal care needs, evaluate and describe a range of options to provide animal shelter services, and estimate the advantages, disadvantages, and costs of alternatives. This will include an in-depth operational assessment of Animal Care of Davis County to provide the foundation for recommendations on the needs of a new animal shelter facility.

This assessment will analyze staffing needs and service demands to determine an optimal staffing model, appropriately considering workload, performance measures, service delivery expectations, operating budgets, community priorities, and Departmental organization.

Western Riverside Council of Governments, CA
Project:
Citygate is currently performing an operational review and providing mentoring for the Western Riverside Council of Governments’ Finance Department. The operational review will include an examination of the Department’s organizational structure; a review of the financial policies, procedures, and practices; and a review of the Department’s operational functions, workflow processes, and documents to identify overall strengths and weaknesses and provide recommendations for streamlining procedures and processes. The mentoring will entail assisting the Finance Director in the development of long-range financial planning and forecasting models based on industry best practices and providing professional guidance and mentoring to key management staff as needed.

Project:
Citygate is currently performing an independent operational and organizational assessment for the City of Oceanside Police Department, affecting current, future, and long-term organizational, strategic, and operational plans. This review will examine current and future service delivery, quality of service, service delivery expectations, community engagement, community priorities, Departmental organization, and staffing and deployment feasibility to maintain current and future organizational efficiency. This study will assist with establishing efficiencies to ensure City, Department, and community needs are met by reviewing programming, infrastructure, operational efficiency, and fiscal impacts of associated findings and recommendations across the entire organization, as well as identifying planned service delivery systems and staffing allocation models to best serve the community and achieve City Council and Department goals and objectives.

Project:
Citygate is currently providing strategic planning and facilitation assistance for the City of Angels, California, as a follow-up to Citygate’s previous two studies for the City: the 2018 organizational review and budget stabilization study and the 2020 financial action plan in response to COVID 19. For this project, Citygate will interview key staff, City Councilmembers, and community members to gauge current operational efficiency, identify goals and priorities, and identify general and operational issues/priorities to assist in the development of Council priorities. Citygate will also review the City’s current fiscal condition at a high level to identify present opportunities and challenges.

Project:
Citygate completed a police staffing and efficiency study for the City of Elk Grove, California. This study determined an optimal staffing model, appropriately considering workload, performance measures, service delivery expectations, operating budgets, community priorities, and Departmental organization. In addition, this study forecast future needs, taking into consideration both short- and long-term objectives, community growth, and any other factors that could impact staffing requirements.

City of Coachella, CA
Project:
Citygate assisted the City Council in the City of Coachella, California, in a workshop discussion to consider the methods of studying policing services. This entailed a presentation outlining how to develop a police master plan, along with a comparative analysis of separating from the Sheriff’s Department versus starting a City police department or some combination thereof. In the presentation, we assisted the Council in understanding and discussing the study options, costs, and time frames.

City of Jurupa Valley, CA
Project:
Citygate conducted a feasibility analysis for the City of Jurupa Valley, California, to determine the viability of separating from the Riverside County Sheriff’s Department and directly providing polices services. Using as a foundation Citygate’s recent police services JPA feasibility assessment, which included the City, Citygate conducted a more in-depth analysis of policing needs in the City, the risks to be protected, and the likely growth, leading to a refined police department size estimation and allowing for a close model of early years operating costs and capital and start-up expense needs. This study also provided a likely conversion-of-services timeline. The end result, in effect, provided the City Council and the community with a police services Master Plan and cost model.

Orange County Fire Authority, CA
Project:
As part of a Master Services Agreement with the Orange County Fire Authority (OCFA), wherein Citygate was recently retained to provide seven as-needed organizational service level assessments of operations for OCFA’s major cost centers, Citygate performed a service level assessment of the OCFA Business Services functions. This assessment ascertained the efficiency and effectiveness of leadership and personnel operations and ensured compliance with policies/procedures, best practices, and regulatory agency requirements. The other six assessments part of the Master Services Agreement were for the Emergency Command Center, the Executive Leadership Team and Human Resources functions, the Emergency Medical Services Department, Field Deployment services, Fleet Services Division, and the Community Risk Reduction Department.
