Project:
Scope of work: A Fire Services Master Plan study for the Central Marin Fire Department. Citygate will evaluate and formulate recommendations for appropriate staffing and deployment of firefighting, emergency medical service, and specialized resources consistent with state and national best practices and generally conforming with recommendations of the Center for Public Safety Excellence (CPSE). The study is also intended to (1) include analysis and recommendations for the location of fire stations to minimize emergency incident response time, and (2) incorporate relevant data analysis and benchmarking to national standards as well as Department-established performance goals.

South Metro Fire Department (St. Paul), MN
Project:
Scope of work: A standards of coverage study and organizational review for the cities of West St. Paul and South St. Paul South Metro Fire Department. Citygate will conduct a thorough review and analysis of services, staffing, apparatus, and facility options for the Department. Citygate's work includes, as requested, a comprehensive Standards of Coverage document analyzing resource deployment to determine whether the Department is properly deployed to meet its community’s risks and expectations; and a comprehensive review of organizational hierarchy, distribution of workload, and management practices weighed against contemporary organizational principles and business processes. A review of fire station locations and relevant recommendations will also be included, in which Citygate will analyze the Department’s current two-station response model to determine its effectiveness in providing present and future services, with comparative response model options analyzed in parallel. In delivering a report that will help create a template for future analysis, Citygate’s study will examine the effectiveness of inter-jurisdictional response to evaluate the benefits of the emergency services provided by the Department and its partners.

Scope of work: A service delivery and staffing study for Portland Fire and Rescue in the City of Portland, Oregon. Using the Standards of Coverage process, Citygate described the community served and the services provided; reviewed community outcome expectations and performance goals; conducted an analysis of community risks; and evaluated the current deployment, including fire station quantity and location, the quantity and types of apparatus, staffing levels, specialized capabilities, and first-due and ERF performance. Additionally, this study included an assessment of the needs of underrepresented and vulnerable populations and the capacity of headquarters programs to support field deployment.

Project:
Scope of work: Citygate built upon our previous 2020 Community Risk Assessment / Standards of Coverage (SOC) Analysis for the City of Carlsbad Fire Department. This engagement included reviewing the older fire stations and apparatus; preparing a functional Master Plan for their long-term use, modification, or replacement; and providing options for how to fund future fire stations.

Project:
Citygate provided a Standards of Coverage and staffing study in support of the City’s related Santa Clara Development Project. The study included an analysis of the response area, apparatus needs and replacement costs, staffing needs, and specialized training, apparatus, and equipment to address the unique hazards and demands posed by the former landfill parcels. The results of the study will be used to develop a plan to respond to the specific needs and requirements of the related Santa Clara Development Project and will provide recommendations to the City and Developer to improve and enhance the overall safety and security of future patrons and residents of this new mixed-use development.

City of Turlock, CA
Project:
Citygate performed a fire services Master Plan assessment for the City of Turlock, California. As part of the Master Plan, this assessment included a Community Risk Assessment, Standards of Coverage study, and headquarters programs adequacy and facility and fleet assessment. The Master Plan organized all of these pieces into an organized whole from which immediate and longer-term fire service programs can be managed. The facility assessment also identified modifications and the possibility of long-term continued use.

Project:
Citygate performed a comprehensive operations and staffing assessment of the Police Department for the City of Minnetonka, Minnesota. This comprehensive assessment of the law enforcement services delivery system featured a review of Department functions, organizational structure, operational functions, staffing and service levels, and Department efficiencies to ensure current and future needs are met through efficient and effective operations. This study was coordinated with Citygate’s concurrent fire services study.

Citygate conducted an operational and physical asset study for the City of Minnetonka, Minnesota Fire Department. This study entailed a thorough review and analysis of services, staffing, apparatus, and facility options for the Department, including a comprehensive Standards of Coverage document analyzing resource deployment to determine whether the Department is properly deployed to meet the risks and expectations of its community. This assessment also included a staffing plan to meet the needs identified in the SOC analysis, a long-term apparatus plan, and a review of fire station locations with recommendations. The staffing analysis identified strengths and weaknesses, if any, of the current staffing plan.

Orange County Fire Authority, CA
Project:
As part of a Master Services Agreement with the Orange County Fire Authority (OCFA), wherein Citygate was recently retained to provide seven as-needed organizational service level assessments of operations for OCFA’s major cost centers, Citygate performed a service level assessment of the OCFA Fleet Services Division. This assessment ascertained the efficiency and effectiveness of Fleet Services’ operations and ensured compliance with policies/procedures, best practices, and regulatory agency requirements. The other six assessments part of the Master Services Agreement were for the Emergency Command Center, the Executive Leadership Team and Human Resources functions, the Emergency Medical Services Department, Field Deployment services, Business Services functions, and the Community Risk Reduction Department.
