Sacramento Metropolitan Fire District, CA
Project:
The Fire/EMS Standards of Coverage study was commissioned to analyze the effectiveness of the current deployment system; evaluate the need for additional fire stations, apparatus, and crews; recommend criteria for the placement and timing of these stations; and develop the criteria for deployment reductions of three to five fire stations to meet the fiscal needs of the District’s declining revenues. The study exceeded all of the District’s expectations and was very well received by the elected officials and stakeholders. The District adopted and implemented Citygate’s brownout service reduction plan. Citygate has been retained by the District to perform numerous additional engagements.

Central Fire Protection District of Santa Cruz County, CA
Project:
Citygate completed a Standards of Coverage (SOC) and management administrative assessment for the Central Fire Protection District of Santa Cruz County. This study was based on nationally recognized guidelines and best practices, federal and state mandates, and pertinent local and regional operating procedures. This study included a community risk assessment as part of an in-depth SOC, as well as assessments of each of the Department’s divisions, including administration, operations, fire prevention, training, EMS, and fleet maintenance.

Citygate completed a performance and fiscal audit of the Department of Fire and Public Safety in Maui, Hawaii. This study was specifically designed to analyze the County’s budgeted resource capacity and the utilization and allocation of those resources, and it provided recommendations for resource utility to ensure the County has the right resources performing the right services to allow the County to effectively achieve its strategic objective of providing a safe community for its residents.

Citygate completed a comprehensive services delivery and staffing review for the City of Eloy Police Department. The Work Plan addressed all facets of field, command, and support operations, including, but not limited to: the Field Services Division, including Patrol and Investigations, and the Support Services Division, including Fiscal, Fleet, Crime Prevention, Training, Policy and Procedures, Public Relations, Internal Affairs, Professional Standards, and other specialty services.

Citygate completed a Fire Department Strategic Plan and Standards of Coverage study for the City of Corona, California, which included all facets of fire and non-fire operations, fire prevention, fire response, fire administration, emergency medical services, fire investigation, fire training, disaster preparedness, hazardous materials, administrative support positions, information systems, capital facilities and apparatus, fire department fees, emergency preparedness, regional issues, and fire public education.

The Sacramento Metropolitan Fire District commissioned Citygate to update the District’s fire station, apparatus, and crew needs to account for the expected post-recession growth proposals being processed by the Sacramento County Department of Community Development and the City of Rancho Cordova Planning Department.

City of Brentwood, CA
Project:
Citygate developed a fire services Master Plan for this fast-growing Bay Area city. The completed Master Plan will guide the City in making future decisions regarding facilities, equipment, programming, and staffing. The City and its surrounding area received fire suppression and emergency medical services from Contra Costa County through special fire districts. Citygate assisted the City Council Fire Service sub-committee and City executive management with the design, expense modeling, and public policy discussions to consider a Local Area Formation Commission application to withdraw from a fire district and establish City-based fire services.

Project:
Citygate completed a diagnostic assessment of the Hamilton City Fire Protection District, analyzing both operations and organization. The operations portion of the assessment involved emergency medical services, apparatus operation and maintenance, and training and safety. The organizational portion of the assessment involved administration and communications.

Project:
Citygate conducted a Fire Department planning study for the City of Carlsbad. The study included an evaluation of all aspects of the Fire Department and non-deployment systems review, as well as a Standards of Coverage planning analysis (fire station and crew deployment) with an assessment of fire station and staffing infrastructure triggers for additional resources.

Travis County Emergency Service District #6, TX (Lake Travis Fire Rescue)
Project:
Citygate completed a Master Operations Plan and Standards of Coverage study, which included a review of fire prevention, training and safety, fleet management, facilities, and administrative support for Travis County Emergency Service District #6. Planning for the ESD #6 involved two stages of effort: a short-range plan to address current service delivery needs in light of the ESD #6’s economic situation and a longer-range plan to address fire services delivery at the current planned build-out of the District. This resulted in the relocation of headquarters, the purchase of additional response capability, and planning the location of two additional fire stations and centrally located training facility. In a number of areas, including training and prevention, the workload analysis provided the ESD #6 with direction on staffing levels and best practices. This effort was the culmination of a five-year financial and capital improvement plan and strategic planning process the ESD #6 had embarked on earlier.
