Scope of work: An Independent Review of the Metro Transit Security Public Safety Department Feasibility Study. Citygate will conduct a comprehensive and objective analysis of the cost estimates used in a prior study for LACMTA to establish its own police service, ensure the estimates are consistent with industry standards and benchmarks, and identify any discrepancies or inefficiencies in the current cost estimates and level of service model. Citygate’s Work Plan will include review of the prior study’s cost documentation and methodologies; interviews with key study and Metro personnel involved in the cost estimation process; specific review of written concerns raised by Law Enforcement stakeholders; a summary of key findings regarding cost estimate accuracy, listing identified discrepancies; benchmarking of the first study’s cost estimates against industry standards, California police regulations, and best practices; and a summary of key findings regarding cost estimate accuracy, listing identified discrepancies.

Project:
Scope of work: A law enforcement feasibility study for the City of Palmdale. The study will include an analysis of the City’s current public safety services and programs to determine whether its current model is sustainable, whether modification of the City’s current strategies and programs should be considered and offer additional strategies the City should consider. For this engagement, Citygate will administer a public survey regarding current public safety programs and satisfaction and will perform an analysis which includes an examination of the City’s public safety in conjunction with the Los Angeles County Sheriff’s Department (LASD) law enforcement service contract. Citygate will identify areas of improvement for staffing non-sworn community safety programs and explore the potential for sensible, cost-effective enhancements.

Scope of work: A peer review of updated cost allocation models for the for the City of Eureka Fire and Humboldt No. 1 Fire Protection District. Citygate leveraged the experience of its previous study to explain options for cost allocation of fire services between the partners.

Project:
Scope of work: In partnership with Griffin Structures, Citygate will conduct a summary-level gap analysis of the City’s public safety programs and compare them with the likely impacts of growth. This review will be based on current California and federal standards and other best practice publications. Citygate will examine existing agency caseloads and will prepare executive summary-level reports for the Fire and Police Departments.

Scope of work: in partnership with Michael Baker International (MBI), Citygate delivered a report and companion technical exhibits identifying the key elements of the requested review regarding the potential impacts of the proposed traffic control options on fire and EMS response times associated with Valley Center Road Corridor Concept Plan (CCP) options. Research work included: review of the impacts of roundabouts on both emergency response times and disaster evacuation routes; review of the 2022 Draft Corridor Concept Plan Report prepared by Michael Baker International (MBI); comparison of the use of intersection controls on emergency response times and disaster evacuation routes, including traffic signals and roundabouts; comparison of historical fire unit travel time records to CCP design traffic control models; and review of published practices regarding roundabouts and emergency responses.

Scope of work: Assist the City of Shafter with the addition of a new fire station. This assistance will facilitate and inform communications between the City of Shafter and Kern County as strategic location and cost-sharing options are explored.

Project:
Scope of work: Assisting the County of Santa Barbara Fire Department team in the implementation of its ambulance transportation deployment. For this engagement, Citygate will deliver a “go-live” 911, Critical Care Transport (CCT) and Interfacility Transport (IFT) ambulance Optimal Deployment Plan; perform iterative analytics; conduct alternative deployment modeling; provide cost estimation and identify strengths, weaknesses, opportunities, and risks related to the Deployment Plan; and inform the Department as to the final Deployment Plan’s actionable needs for implementation by Logistics, Communications, and Financial Sections.

Project:
Citygate performed an organizational review and analysis of Monterey County’s current homeless programs, funding, and coordination services. For this review, Citygate identified, evaluated, and recommended funding sources and budgeting structure for the Homeless Services function; identified and recommended organizational best practices, including comparisons with similar cities and counties; evaluated and recommended best practices for collaboration and coordination with various County departments, the Continuum of Care, local cities, school districts, businesses, and homeless service providers; and evaluated and recommended formal and informal organizational alignment, structure, and staffing for the Homeless Services function.

Project:
Citygate conducted the first-ever independent Standards of Coverage evaluation of the Los Angeles Fire Department’s fire and emergency medical services deployment system, including the current system’s capacity to evolve over time as a very diverse metropolitan area. This analysis determined whether current fire station locations and crew/apparatus staffing are sufficient to meet the unique needs of the Department’s service area. A comprehensive community risk assessment was also included as part of the overall analysis.
