Project List

Client:
City of Lancaster, TX
Project:
Citygate developed a Fire Services Master Plan for the City of Lancaster, Texas to assist the City and Fire Department in determining the timing and location of a fourth fire station and developing a longer-term master plan that provides a safe, effective, and appropriately sized response force for fires, medical emergencies, and other events requiring a specialized emergency fire response. The core methodology used by Citygate for this master plan was the Standards of Coverage systems approach to fire department deployment, with a community risk assessment to determine the level of protection best fitting the needs of the communities served.
Client:
City of Berkeley, CA
Project:
Citygate is currently performing a Standards of Coverage analysis for the Berkeley Fire Department in the City of Berkeley, California. This analysis will define the appropriate level of service based on a comprehensive study of historical performance; community risk factors; expectations; an evaluation of existing and projected risks, hazards, population growth and aging, topography, density and vertical growth of the build environment; and proposed deployment strategies. This study will consider changing landscape and population density of the City and how that may impact service delivery, response times, and overall capacity to respond to emergent and non-emergent incidents. This study will also help determine if the Department should transition from dual-function (firefighter/paramedic) to single-function (EMT or Paramedic) ambulance service and whether enhanced staffing or deployment of suppression resources are needed in key areas of the City to mitigate increasing density and vertical growth.
Client:
East Jefferson Fire-Rescue, WA
Project:
Citygate completed a Standards of Coverage study and developing a Strategic Plan for East Jefferson Fire-Rescue in East Jefferson, Washington. The goals of this study comprise of an evaluation of the District’s current deployment model, including service demand and response performance; the identification of opportunities for improvement in delivery of fire, emergency medical, and other technical emergency services to best serve the evolving demographics and service demand needs within the District’s service area; and an evaluation of additional or alternate fire station locations for impacts on first-due and Effective Response Force travel times.
Client:
Marin County, CA
Project:
Citygate completed an analytical review of the Marin County Fire Department service utilization and staffing patterns. A key component of this review was a Standards of Coverage assessment to identify the community values at risk, the hazards that are likely to impact the community, and the effectiveness of the current deployment model, taking into account service demand, staff unit-hour utilization, seasonality of workload, partnerships with other fire agencies, and the County contract with CAL FIRE.
Client:
Kings County, CA
Project:
As a follow-on engagement to the 2017 Fire Station Distribution Study Citygate performed for the Kings County Fire Department, Citygate performed ad hoc station location services for the Department related to the relocation of one or more fire stations. This included providing advice relative to fire and emergency medical services provided by the Department and response travel time analysis for the prospective fire station(s) relocation.
Client:
Cities of Burlingame and San Mateo, CA
Project:
Citygate conducted a study to analyze the feasibility of merging all or a portion of the police service operations in the Cities of Burlingame and San Mateo to reduce costs while retaining, at a minimum, the current service levels for each City and, where possible, improve service levels without additional costs. Thus, this study addressed the possibilities from full consolidation of the agency police services to partial sharing of various services.
Client:
City of Pasadena, CA
Project:
Citygate performed an animal services Joint Powers Authority feasibility analysis for the City of Pasadena, California, and 11 potential additional partner cities, with the goal of exploring options for providing a quality animal services program that will manage costs for their respective cities. This analysis looked at the projected costs involved in formation of two models for the JPA: (1) a full-service JPA providing all animal services functions, and (2) a JPA providing only field services.
Client:
City of Orem, UT
Project:
Citygate completed an operations assessment for the Police and Fire Departments in the City of Orem, Utah. This assessment of both departments entailed an examination of the current staffing needs and anticipated workload increases based on community growth; a review of the feasibility of continuing to operate a public safety answering point; and a review of performance and operational data to evaluate productivity and recommend improvements, where possible. As part of this study, Citygate performed a Fire Department Standards of Coverage assessment and a police field operations review.
Client:
Cities of Lake Elsinore, Canyon Lake, Jurupa Valley, Moreno Valley, San Jacinto, Temecula, and Wildomar, CA
Project:
Citygate assessed the feasibility of establishing a Police services Joint Powers Authority (JPA) for up to seven cities in Riverside County, California, which include Lake Elsinore, Canyon Lake, Jurupa Valley, Moreno Valley, San Jacinto, Temecula, and Wildomar. This assessment compared the cost of the current agreement with the Riverside County Sheriff’s Department with the likely initial JPA costs regarding personnel.
Client:
Groveland Community Services District, CA
Project:
Citygate completed a Fire Master Plan update for the Groveland Community Service District, to include potential development outside the District. This update included an evaluation of impacts of planned new developments outside the current District boundaries.
