Areas included in the review were organizational health and strategic planning; commission role, policies, and practices; management leadership, responsibilities, and training; public partner relationships; human resource systems; and homeless program policies, practices, staffing, and management.

Citygate completed a comprehensive management audit of the Fire Department in Goodyear, Arizona to review the effectiveness and management processes of the leadership team, the organization’s current design and direction, and the organizational climate.

Citygate provided leadership, succession planning, and team building consulting to the City Council staff of Salt Lake City. This engagement was designed to enhance currently held values and develop additional values to strengthen the team’s leadership, strengthen their organizational development, and manage change.

City of Maricopa, AZ
Project:
Citygate completed a limited and focused review of the Maricopa Police Department to review, analyze, and make actionable recommendations regarding the leadership and management systems in the Police Department based on best practices. Specifically, Citygate examined the following areas: leadership and management practices, organizational structure, the internal affairs investigation process, disciplinary procedures, professional standards of conduct, and the criminal investigations division. The review resulted in 29 recommendations, 16 of which have already been implemented by the client.

Project:
Citygate Associates conducted rotating departmental management and staffing studies for the City of Corona, including the Public Works Department, the Utility Services Department, the Public Library, the Housing and Development Department, the Police Department, the Building and Planning Departments, the Fire Department, the Department of Management Services, Parks, and a Citywide Overview of Implementation Status. Each study evaluated management, staffing, organization structure, resource deployment, maintenance service levels, operations, equipment, technology, human resource management, training, management information systems, performance measurement, and policies and procedures. We recommended specific performance measures for use in several departments. As a part of each management audit, we surveyed a number of comparable cities to develop comparative data and to identify best practices. In a follow-up analysis, Citygate found that over 95 percent of our approximately 250 recommendations had been implemented.

Citygate facilitated and presented training at the Fire Department’s one-day strategic planning session. The training addressed the topic of leadership, character, and values, as well as emerging public safety best practices to operationalize these important attributes using psychometric instrumentation to hire, professionally develop, promotion plan, and succession plan within the Department.

Citygate completed a management review of the Police Department for Goodyear, Arizona. This study reviewed the Department’s leadership and management structures, operating and administrative policies, internal affairs and discipline, and staff training, as well as the Department’s criminal investigations unit and hiring and promotional policies and procedures. The study resulted in more than 30 specific and practical action-items designed to build on the Department’s strengths and to improve organizational performance.

Project:
Citygate completed a focused review of the Provo Police Department. This study reviewed the Police Department’s leadership and management approach to implementing its policies regarding the standards of conduct and ethics. Specifically, Citygate examined six key areas, including the citizens’ complaint process, professional standards of conduct, officer training, leadership and management, hiring and retention, and community relations. The study resulted in 27 specific action items designed to improve the effectiveness and performance of the Provo Police Department.
