Project:
Citygate conducted a fire services staffing analysis for the Port of Corpus Christi to determine the cost, quantity, type, and recommended schedule necessary to staff a new 70-foot fireboat that will serve both as a Port security patrol boat and a firefighting asset. Additionally, Citygate recommended a Port organizational structure for an effective chain of command up through the Chief Operating Officer position, and provided input on considerations and implications regarding ongoing service delivery needs.

Citygate performed a comprehensive operations and staffing assessment for the Police Department in the City of West Sacramento, California. This assessment analyzed staffing needs and service demands to determine an optimal staffing model, appropriately considering workload, performance measures, service delivery expectations, operating budgets, community priorities, and Departmental organization.

Project:
Citygate performed an operational review and provided mentoring for the Western Riverside Council of Governments’ Finance Department. The operational review will include an examination of the Department’s organizational structure; a review of the financial policies, procedures, and practices; and a review of the Department’s operational functions, workflow processes, and documents to identify overall strengths and weaknesses and provide recommendations for streamlining procedures and processes. The mentoring will entail assisting the Finance Director in the development of long-range financial planning and forecasting models based on industry best practices and providing professional guidance and mentoring to key management staff as needed.

Project:
Citygate, in partnership with COAR Design Group (formerly Jeff Katz Architecture), conducted a police workload and staffing study for the City of Los Altos, California, as part of the City’s larger plan exploring options for renovating its current police headquarters facility or constructing a new facility. For this study, Citygate evaluated the adequacy of staffing levels for current workload and whether Department command staff’s goals and objectives related to staffing and community service level expectations were being met; examined the current organizational structure; provided a structured and defensible methodology for the Department’s staff to use in projecting future staffing needs; identified where data and community needs indicate new service delivery methods are needed; identified any redundancies, gaps, and opportunities for applying best practices in the provision of core services; and made recommendations for staffing levels that will allow the Department to maintain or increase its current level of services, as well as recommended any emerging technologies that may assist or enhance intelligence-led policing strategies.

Citygate performed an independent operational and organizational assessment for the City of Oceanside Police Department, affecting current, future, and long-term organizational, strategic, and operational plans. This review examined current and future service delivery, quality of service, service delivery expectations, community engagement, community priorities, Departmental organization, and staffing and deployment feasibility to maintain current and future organizational efficiency. This study assisted in establishing efficiencies to ensure City, Department, and community needs are met by reviewing programming, infrastructure, operational efficiency, and fiscal impacts of associated findings and recommendations across the entire organization, as well as identifying planned service delivery systems and staffing allocation models to best serve the community and achieve City Council and Department goals and objectives.

Citygate performed an organizational and operations review of the Human Resources function in the City of Hercules, California. This comprehensive review will assess the effectiveness of the current Human Resources functions, policies, procedures, and operations and, based on the study findings, identify areas of operational success and provide a set of recommendations to enhance operations and effectiveness of the Human Resources function where indicated.

Citygate performed a comprehensive operations and staffing assessment of the Police Department for the City of Minnetonka, Minnesota. This comprehensive assessment of the law enforcement services delivery system featured a review of Department functions, organizational structure, operational functions, staffing and service levels, and Department efficiencies to ensure current and future needs are met through efficient and effective operations. This study was coordinated with Citygate’s concurrent fire services study.

City of Minnetonka, MN
Project:
Citygate conducted an operational and physical asset study for the City of Minnetonka, Minnesota Fire Department. This study entailed a thorough review and analysis of services, staffing, apparatus, and facility options for the Department, including a comprehensive Standards of Coverage document analyzing resource deployment to determine whether the Department is properly deployed to meet the risks and expectations of its community. This assessment also included a staffing plan to meet the needs identified in the SOC analysis, a long-term apparatus plan, and a review of fire station locations with recommendations. The staffing analysis identified strengths and weaknesses, if any, of the current staffing plan.

Project:
Citygate provided strategic planning and facilitation assistance for the City of Angels, California, as a follow-up to Citygate’s previous two studies for the City: the 2018 organizational review and budget stabilization study and the 2020 financial action plan in response to COVID 19. For this project, Citygate interviewed key staff, City Councilmembers, and community members to gauge current operational efficiency, identify goals and priorities, and identify general and operational issues/priorities to assist in the development of Council priorities. Citygate also reviewed the City’s current fiscal condition at a high level to identify present opportunities and challenges.

Project:
Citygate performed an operational and staffing review of the Public Works Department for the City of Brawley, California. This review provided the City with a roadmap of recommendations to improve the public works processes and assure the highest level of timeliness and customer service, particularly for the processing, conditioning, and approval of development projects and anticipated increases in workload due to future economic development opportunities. To provide this roadmap, Citygate examined the current organizational structure of the Public Works divisions and any potential reorganization for improved efficacy, evaluated service delivery, evaluated resources needed, reviewed the systems in use, assessed staffing functions and supervisory ratios, identified alternative service delivery methods, and identified any opportunities for outsourcing.
