Citygate conducted an animal services program analysis for San Joaquin County, including the development and presentation of a Policies and Procedures Manual and a corresponding training session. The report addressed animal services operations, existing policies and procedures (written or otherwise), operational processes, organizational structure, documents/software, provision of humane service, field operation level of service, staffing levels, employee hiring and promotion practices, immediate and long-term training needs, turnover problems, perceived safety issues, animal services ordinance, and Policies and Procedures manual development.
