Citygate assessed the feasibility of the City of Ukiah Fire Department to contract fire services to the Ukiah Valley Fire District. This study included an interview of the Executive Director of the Local Area Formation Commission to explore its perspectives and an extensive reworking of a previously built financial model to examine the financial dynamics.
