Citygate recently developed a staffing and operations plan for the City of West Hollywood’s award winning 75,000 square foot Aquatic and Recreation Center (ARC), which opened in Spring 2022. This project is divided into two phases. Phase 1 focused on evaluating the recreation service levels, programming, facility use patterns, community needs, assessing and recommending the required staffing and human resources needs, and any other proposed outsourced contracts predicted to be required for operation. This study also included a thorough budgetary analysis and recommendation for successful facility operation. Phase 2 added the related and complementary components to support the overall administration of the ARC facility. This includes review, assessment, and evaluation of the City-generated key facility operational policies and procedures and support of the City’s effort to prepare an Emergency Operations and Procedures Plan for the ARC facility. A Building Emergency Plan was also developed for the facility. The City staff incorporated the facility staffing recommendations from our final report into its FY 21/22 budget proposal which were approved by its City Council for implementation.
